It is a race against time to bring home the Pnrr, a unique opportunity for the plan to relaunch the country mentioned several times in his public speeches by the President of the Republic. The attention of the Quirinale is maximum on this. Sergio Mattarella spoke about it in person with Prime Minister Giorgia Meloni last week, in a long conversation at Colle. A meeting preceded by a discussion with the former premier Mario Draghi on the same issues, according to what has been leaked. In order not to lose precious resources, the government is also working to strengthen the PA.

Ministries, not excluding new decree

The grounding of the Plan has put the bureaucratic structure of the Public Administration under stress, which “probably was not and is not capable of supporting this type of demand shock”, to quote the Economy Minister, Giancarlo Giorgetti, who over the weekend announced measures to “improve the organization of the Public Administration structure for the Pnrr”. A provision is being studied, which could arrive in the Council of Ministers on Thursday, to strengthen the administrative capacity of central and local bodies: it would not refer in particular to the Pnrr, as instead the decree law on simplification and governance, launched at the end of February and now under consideration by the Senate. Times slip by a few days, the vote in the Chamber should arrive after Easter, and then that in the Chamber necessarily within the deadline of April 25th. A new decree is not excluded later, to increase the structures of the ministries.

Def expected after Easter

After Easter, the Economic and Financial Document should arrive in the Council of Ministers. According to Il Sole 24 Ore, the “improvement” of the forecasts for 2023, which Giorgetti spoke about, should be reflected in the growth target which should rise to +0.8%/+0.9%. The Pnrr remains one of the hottest dossiers at Palazzo Chigi, and Giorgia Meloni will make a point on this too (as well as on the migrant issue) on Tuesday.

Fazzolari on Radio 24: Count II’s too hasty plan

“Unfortunately the current government has found itself having to rearrange many things that are wrong because the plan was made too hastily by the Conte II government”, is the thought of a loyalist of the premier, undersecretary Giovanbattista Fazzolari. “We have always said that there are critical issues, we at FdI – he reminded Radio 24 – we abstained from voting for it in Parliament”. In addition to these two projects, Brussels has also turned a light on port concessions and the tender for district heating: the negotiations are underway. Certainly, it is the reasoning that is used in the government, projects concerning energy security, transport and digital infrastructures are not touched. According to what filters, the halt to the issuing of authorizations for photovoltaics in Sicily, announced by the governor Renato Schifani, should not generate critical issues.
