Centralized management at Palazzo Chigi. The governance of the National Recovery and Resilience Plan changes face. With the launch of the new Pnrr decree, which will be on the table of the Council of Ministers on Thursday, the government intends to centralize powers and accelerate the implementation of the plan through a wave of simplifications: from renewableat hiring until the assignment of the contracts.

The most relevant change is the birth of a “mission structure” at Palazzo Chigi, with office until 31 December 2026. It will be managed by a coordinator and divided into four general directorates and will be responsible for providing support to the political authority and carrying out dialogue with the European Commission. The objective, reads a draft of the text that will be presented by Raffaele Fitto, Minister for European Affairs and the Pnrr, is “to improve and make coordination more efficient” of the management, monitoring, reporting and control activities: the functions some mission units can therefore be transferred “to another structure of general management level, identified among the already existing ones”.
