Pnrr, the Chamber confirms its confidence in the government: 196 yes, 147 against and five abstentions

The Chamber confirms its confidence in the government on the Pnrr decree law with 196 votes in favour, 147 against and five abstentions. The Montecitorio Assembly now moves on to examining the agendas which, as decided yesterday by the group leaders’ conference, will be voted on tomorrow.

Also tomorrow, around 2 pm, there will be the final vote on the measure, preceded by explanations of vote broadcast live on television.

The decree simplifies the project procedures and modifies the governance of the Pnrr, providing for the establishment at the Presidency of the Council, in the Department headed by the minister Raffaele Fittoof the mission structure of the Plan, which has the task of coordinating the project implementation activities and will act as a link with Brussels.

Fitto: no default or blame game on the Pnrr
«No default» on meeting the dates and in particular with respect to that of 30 April which «as the Commissioners explained is not written anywhere» and above all «there is no passing the buck. It’s not our style.” This was stated by the Minister for European Affairs Raffaele Fitto. «The Pnrr was written before the war, when there were other costs of raw materials and energy: this shows how important it is to remodulate the Pnrr. Europe also tells us this with the Repower EU which therefore, in fact, becomes an additional chapter of the Pnrr. If we have to remodel it is because there is a change from the pre-existing situation» added Fitto.

The innovations introduced by the decree
There are several innovations introduced with the decree, which underwent some changes during the process in the Senate. Among these, the reduction of the payment times of the public administrations, a contribution of 40 million euros to Spid managers for technological adaptations in order to improve the quality of services, the stabilization of personnel and the possibility of entrusting senior management positions to pensioners in public administration bodies, finally the extension to 31 December 2023 of the implementation of the Cartabia reform on the judicial system.

The planned measures
There is also a 24-month extension for the certificates, permits and authorizations for interventions for the ultra-broadband network and the use of the Casa Italia department of the Presidency of the Council of Ministers is expected to combat hydrogeological instability. It is also envisaged that the central administrations of the State adopt measures aimed at making spending processes more efficient, reporting them to the General Accounting Office of the State.

Interventions on renewables
Financial incentives are also introduced for public executives responsible for paying commercial invoices who meet time reduction objectives. Finally, there are several measures on the renewable front, within the Pnrr objective of the green transition. There are 41 million, between 2025 and 2027, destined for the Piombino steel hub. Measures also in view of the 2025 Jubilee (including the plan for defibrillators).
