Among the delays already accumulated, stakes and tight deadlines, there are many Pnrr projects at risk. The governor Eugenio Giani is worried: “I believe that at a national level the will is needed for a change of common sense: to guarantee all projects, especially those advanced by small municipalities, staff must be increased and procedures must be facilitated”.

After the Florentine Courier yesterday he recounted that of the almost 3,000 Tuscan projects only less than 600 have started the process, Giani took the opportunity of the meeting of the Order of Architects on the Pnrr, organized at the Palazzina Reale in Florence, to launch a lunge against the government. Starting from the need for a «check up» on the Plan. “Tuscany – he added – is one of the most virtuous Regions, but under current conditions it will be very difficult to bring home all the planned works”.


During the conference, the governor relaunched a lunge at the very philosophy of the Italian version of the Pnnr: «The Plan is not positive, I personally want to express my disappointment at an excessive centralization of decisions which means that there is no strategic vision ». Giani first referred to the part managed directly by the government, that of the railways, which has left nothing to Tuscany, neither the Tyrrhenian railway, nor the underpass of Florence, “still stuck with Mayor Primicerio”. Then he criticized the management of tenders: «The example is that of connectivity: in Tuscany there are 126 Municipalities that have internet connection problems, but if the Region cannot harmonize and Rome makes them tenders, it happens that projects also win in places where there are no problems and the interventions had already been done, therefore duplication». Concerns shared by the regional councilor for relations with local authorities, Stefano Ciuoffo, who explains that “we are already reviewing the projects to predict the increase in costs, but some things we risk not being able to bring them home because the process authorization is very heavy, especially for small companies that may not have the strength to keep up with the times. Of course, Tuscany has many projects and this will allow it to realize many. But we must also be careful not to waste resources unnecessarily».

The president of the Cassa di Risparmio di Firenze Foundation, Luigi Salvadori, is even clearer: «The Pnrr was conceived at a European level for normal countries, but Italy is not. With this bureaucracy, tight deadlines are a difficult obstacle to overcome. We have taken charge of 6 projects between Florence and the metropolis and we have obtained the funding, but because we can choose the design studio we want, a municipality instead has to go through a 10-month procedure».

And if the director of Anci Toscana, Simone Gheri, points his finger at “the ministries that ask the Municipalities to run but have not run to write the directives”, the president of the Order of Architects of Florence, Andrea Crociani, explains that «the mistake of many realities is not having focused on ready-made projects, but having wanted to make new ones without being sufficiently prepared». Thus the big ones celebrate, such as the Municipality of Florence, which not only has 14 projects already financed for 630 million and another 13 awaiting funding, but will also be able to meet the deadlines that will lead to resource adjustments for price increases: only for the Franchi stadium will go from 150 to 202 million euros.

Yesterday, the Region also inaugurated a new section of the website dedicated to the Pnnr, with aggregate data that is easy to use for citizens, who, for example, will be able to consult the projects of their municipality. “The work done with our site is a model – says Giani – Other Regions are asking us for it, even from Brussels”.
