Pnrr, for super experts the place becomes fixed: an interview – Corriere.it will suffice

We are moving towards the stabilization of the experts hired on a fixed-term basis by the Public Administration to implement the National Recovery and Resilience Plan (Pnrr). The Aid bis decree provides for this according to which the temporary workers hired for the implementation of the NRP will be able to move from the current fixed-term contract (which expires in 2026) to the indefinite one from 2027, through a simple positive evaluation and an interview. The decree also provides for the extension, by 6 or 12 months, of the contracts of the general managers who operate in the territorial offices of the Public Administration involved in the implementation of the Pnrr projects, if expiring at the end of the year.

The Recruitment Decree

On the basis of the provisions of the Recruitment decree, the administrations assigning projects contained in the NRP could hire 500 personnel on a fixed-term basis, through bankruptcy procedures carried out with the digital and simplified methods provided for by current legislation. These units could be integrated up to a further 300, for a period of even more than 36 months, but no later than 31 December 2026. The stabilization aims to permanently integrate in the workforce especially these 800 super experts, most of whom are currently employed to the Ministry of Economy.

Who are the ones who will be stabilized

Fixed-term hiring will become permanent only for some of the experts recruited for the implementation of the NRP. In particular, article 35-bis of the Aid-bis decree specifies that the stabilizations concern staff hired with a fixed-term employment relationship pursuant to article 7, paragraph 1, of the decree-law no. 80, converted, with modifications, by the law 6 August 2021, n. 113. That is to say the hires with the competition expired in September 2021 with economic, legal, IT, statistical-mathematical, engineering, management engineering profiles. Of the 500 places foreseen by the competition, plus another 300, 80 units have been assigned to the Ministry of Economy and Finance and 420 units of personnel to the central administrations holding the interventions envisaged in the Pnrr.
