If the Devil is in the details, this time the numbers make the difference. The ripple in the handover, even if all the interested parties are quick to deny it, is all in the Nadef, the update note to the Def, the document of Economics and Finance, just drawn up by Palazzo Chigi and the Ministry of the Treasury. This year has a mere photographic-trend character, it has no prospective ambitions because we are in a transition phase and then it will be the center-right government that will write the next budget law and therefore also the objectives of 2023. Sources of Chigi reject the hypothesis of any delays in the allocation of European funds. Everything is proceeding as planned in the implementation of the NRP, so much so that, also with regard to the second half of 2022. “Implementation is proceeding faster than the original schedule”: 21 of the 55 objectives and targets set for the end of the year have been achieved and the forecast is to reach 29 by the end of October. Having reached the 51 targets of December 2021 and the 45 of June 2022, paid by Brussels with a check for 48.2 billion, “the government is also well advanced for those to be reached in December 2022. The flows of expenditure are not evaluated by Brussels, since they pertain to internal accounting of the Ministry of Economy and Finance ».

The financial advancement of the PNRR – or rather the actual realization of the expected expenses – therefore reflects the implementation characteristics of the Plan which has been subjected to revisions and adjustments “in line with the objectives and targets”. The disbursements are in line with the PNRR deadlines: 2022 was, as expected, the year of an important procedural phase that anticipates the start of many works (from the publication of calls to the drafting of rankings) and of the allocation of funding. to local authorities.

There are also no misunderstandings about financial progress. Because payments are mainly attributable to the so-called «existing projects», generally provided for by provisions prior to the PNRR and, therefore, in a more mature implementation phase. These are measures already financed under national instruments and subsequently absorbed into the Plan: they concern the construction of works and infrastructures, investments linked to the eco-bonus and the earthquake-bonus and those aimed at supporting the technological transformation of companies.

On the other hand, a substantial increase is expected from 2023 of expenses related to new interventions. «At this stage it is also important to highlight an element of prudence in reading the data available on PNRR payments. The evidence contained in the ReGiS information system does not yet accurately return the image of the actual financial progress of the Plan, since it refers only to the part of the expenditure for which the owner Administrations have already verified and certified full compliance with European legislation. and national concerning the PNRR.

«The amount of expenses incurred is therefore updated daily»Also in relation to the process of continuous verification of the possession of the specific PNRR requirements of the so-called« existing projects ». “On the basis of the data communicated by the Ministry of Economy and Finance, expenses totaling approximately 11.6 billion euros have been incurred to date, concentrated on some specific lines of action”.

In the report on the state of implementation of the NRP presented Parliament is reminded that “also taking into account the effects of the increase in the costs of energy and raw materials, the updating of the time schedules for the implementation of the individual interventions was possible thanks to the availability of more concrete and detailed information on the procedures procedural and administrative necessary for the implementation of each measure, in compliance with the goals and objectives of the Plan. During the current year, payments of € 6.2 billion were reported in the information system, compared to approximately € 15 billion expected for the whole of 2022. As already highlighted in the NADEF, the Government expects that the expenditure actually disbursed in the end of the year will be in line with forecasts ».
