A country’s resilience is not measured by its ability to avoid all disasters. That is not given to anyone to promise. The correct measure is to be able, when disasters occur, to manage the emergency and carry out reconstruction effectively. L’flood in Romagna confirmed that Italy is excellent at managing the former. Instead, carrying out the second one, the reconstruction, has been a problem for weeks. Rebuilding requires resources, a plan for how to use them, and a mechanism for spending them. There is no doubt that there are resources. In two years, the country has managed to spend tens of billions on construction at the expense of the state. However challenging, the estimates that are circulating to rebuild in Romagna – around 8 billion – shouldn’t make your wrists tremble, also because Romagna, unlike windows and doors, produces value.
