The go-ahead from the government for the security decree could arrive tomorrow, or at the latest in the first days of 2023. A technical meeting is scheduled for today at Palazzo Chigi to finalize the final details of the text which was coordinated by the prime minister Giorgia Meloni and by the Minister of the Interior Matteo Piantedosi.

As anticipated by Repubblica in recent weeks, the road taken by the government is sophisticated. The strategy is to allow organizations one rescue at a time, limiting the time spent by vessels at sea. The principle is correct, guaranteeing the rapid arrival of migrants, but the journey times to the port granted by the Italian authorities – in recent days we had to arrive as far as Livorno – make the missions too long and expensive. In short, the goal is to minimize the presence of NGOs in the stretch of the Mediterranean most frequented by boats.

In addition, rescued migrants will have to express their interest in applying for international protection on board the ships that rescued them, thus establishing responsibility for the flag State, a way of bypassing the post-landing redistribution mechanism.

Violence against women

The draft of the decree also includes rules against violence against women: the expansion of the cases in which the questore will be able to issue a warning provision is envisaged, in particular for stalkers. Tighten the measures for those who violate the provisions.

Baby gang

To combat the phenomenon of baby gangs, it was decided to extend the application of the Daspo, in the most serious cases, to minors over the age of 14 as well. The interdiction of some areas is also possible, as is already the case for adults. To curb episodes of bullying via the web, it becomes possible to ban the use of mobile phones and other devices for minors and adults. The use of the Taser, the electric gun supplied to the police, has been extended.
