The mayor of Bari confirms the no to the revision of the recovery plan. Minister Fitto: “We will respect Europe and ask for respect”

from Michele Cozzi

Antonio Decaro

Two Apulians in the new government. Raffaele Fitto, Minister for European Affairs, Territorial Cohesion and the PNRR and Alfredo Mantovano, Undersecretary to the Prime Minister. Europe is a testing ground for Meloni who will be called upon to re-tie the ties with some European leaders after the stormy controversies that have not been lacking in the past. And the work carried out in recent months will have to continue on this Rent in Europe. “I am fully aware of the difficulty and delicacy of the delegation that has been attributed to me – said the minister after the oath – and I will immediately get to work in the exclusive interest of the country”. As for the relationship with Brussels, “our approach is and will be proactive: We will show respect and we want to be respected”.

The proxies on the Pnrr

Fitto will also have the task of supervising the implementation of the NRP. On this issue it is easy to understand the clash with the center left. Meloni and Fitto have already said they are ready for its remodeling. The mayor of Bari, Antonio Decaro (Pd), confirms his firm opposition to the modification of the Plan. At the Fair, last October 14, he said that “I will not demote”. The implementation of the plan is proceeding, in recent months Italy has received the second tranche of loans. But we must not let our guard down, as it would be criminal to waste this opportunity.

Undersecretary Mantovano

Meloni has assigned a role of great responsibility to Alfredo Mantovano from Salento, appointed undersecretary to the presidency. Historical face of the Apulian and national right, he was in the past already undersecretary in the Berlusconi governments. Magistrate, an important figure, linked to the Catholic world, Mantovano has always been, even in recent years, at the center of the cultural debate of the right.

A difficult phase

After the first half, the hope is that in the next few hours, the new government in the fullness of its powers, after the oath, will begin to look reality in the face. Which is more full of thorns than roses. Running public debt, 11% inflation, energy bills, an increase in the number of poor as emerges from the latest Caritas report, the war in the heart of Europe. And then the South. Yes, because decades after decades, the great social and political divide in the country is between North and South. After a deluge of words, commitments, even funds, the South remains the weakest part: it will be a priority or new ones will weigh on territorial and political balances?

The Apulians and the northern traction

To the Apulians, and to Fitto in the first place, the task of balancing a northern traction of the government. The rumor of a Ministry of Regional Affairs and Autonomies, assigned to Roberto Calderoli, a well-known member of the League, was confirmed. Words are never random. The Northern Regions, essentially Lombardy, Veneto and Emilia Romagna, once again asked the question of differentiated autonomy in the aftermath of the vote. Which is foreseen by the Constitution, but in a reality in which no one is left to his fate. Therefore the State, before delegating funds and powers, must be able to guarantee all citizens the Lep, the essential levels of benefits. It therefore means an adequate network of services, infrastructures, tangible and intangible, to put all citizens at the same starting point.

Differentiated autonomy

Starting immediately differentiated autonomy (ie managing funds and proxies on one’s own, outside of a national context) would be like registering a Ferrari and an old car from the last century on the starting line of a car grand prix. On this matter we will see the “nobilitate” of the Meloni government. As well as, the same responsibility falls on the shoulders of Raffaele Fitto who when he was president of the Region he actively worked to hinder reforms that appeared too biased in favor of the Northern regions.

Decaro and the Pnrr

Decaro, mayor of Bari and president of Anci, sends “best wishes for a good job” to the government. «The issues on the agenda – he adds – are crucial. I will mention only three, starting from the emergency dictated by the rise in energy costs, which has a severe impact on families, businesses and also on the budgets of municipalities, putting at risk the possibility of continuing to provide essential services to citizens ». Then the reason for the possible conflict: “We must proceed without slowing down the implementation of the NRP projects, which in the Municipalities correspond to concrete works, already identified and often already started, intended to improve the quality of life in our territories”. A new game has started. Between North and South and also between different visions.
