In 2023 the personal income tax for Neapolitans will increase. This was announced by the mayor Gaetano Manfredi. “Our goal is to burden citizens as little as possible in this great effort to restore the municipal budget”. He explains: today under discussion in the courtroom, there is the resolution relating to the increase of the Irpef surtax by 0.1 in 2023. Manfredi recalled that the municipal administration, in the Pact for Naples, undertook with the government to increase the surtax of 0.1 in 2023 and a further 0.1 in 2024. «Today I believe we will decide on the increase for 2023 – says the mayor – and then we will evaluate for 2024 also because the tender for the collection service whose fruits, however, will not be immediate because it is a job that requires a reorganization including IT on which there is a lot to do ».


Tourist tax and boarding tax

Another issue that is causing discussion is that of the tourist and boarding tax, Manfredi returns to both: «The issue of the boarding tax is complex and it is right that there is a debate at a national level. The question is not the amount, because we are talking about 2 euros, but whether or not there is a boarding tax on airport transport». And he continues: «We are very pleased that the city is registering an increase in tourism which means economy, but the municipality is under great pressure and therefore it is necessary, even at a national level, to take greater account of local authorities and it is necessary to make a series of assessments: we take on important burdens as regards the reception of the many tourists, but without repercussions on the municipal coffers ». The administration is then evaluating the possibility of reintroducing «the tourist tax at the levels of that of the other large Italian tourist cities. Naples has completely returned to the category of large tourist cities and it is right that its tourist tax is in line with the other cities». Currently, the municipality collects between 10 and 15 million euros a year thanks to the tourist tax. According to Manfredi, tourism in Naples is growing rapidly, but “it has no repercussions from the point of view of taxation on the finances of the municipality which, on the other hand, has to take charge of the increase in costs relating to urban hygiene, decorum and transport”.
