Meloni defends the Superbonus decree and opens up to changes: “We have to look for solutions to avoid the collapse of companies”

And he opens up to changes, much invoked by the opposition and also recognized by a part of the majority: “Now we have to look for solutions to avoid the collapse of thousands of companies. We have to defend the public budget – says the premier – We have to try to heal a situation that is unfortunately become out of control, with results that can be unpredictable and very heavy”. You then comment on the outcome of the regional elections a week ago: “There was” a statement from the center-right but also a signal that comes from the citizens on the consensus around the work that the government is carrying out “.

Superbonus

The decree that sinks the building Superbonus, blocking the transfer of credits, is splitting the majority, with the Berlusconians threatening barricades and FdI launching the hypothesis of securitisations. The oppositions, from Letta to Conte, are also on a war footing, pointing the finger at the premier who promised protection to companies. And now two days after the decision made in the CDM, Meloni returning from “an annoying flu that prevented me from updating you on government activity” on video (once again) explains the decision taken by the government: “The superbonus was born with intent shareable but the measure was so badly written and so badly managed that it has generated an enormous amount of problems that we are now called to solve. We intervened on an out-of-control situation – he says in the video posted on social networks – The first problem was 110 %: if I am refunded more than what I spend, I don’t look at how much I spend, this has led to inflating the bubble and increasing the prices of materials. We had intervened on this by bringing it to 90%. The second issue is the transfer of credit “.

Today “we have thousands of companies that risk collapse, it is a problem that we have inherited and we have to solve it. This is what we are trying to do – continues the Prime Minister – We have issued another decree which prevents the purchase of credits by of public administrations, because that sort of parallel currency risked having an impact on the balance sheets of local authorities. Then we said that in the future it will no longer be possible to transfer those credits, because it is one of the most effective ways to help the ‘110 redundant’, i.e. who is left with the credits in hand”.

Then the numbers. “The superbonus cost every Italian 2000 euros. When the state spends it, nothing is free”. “The total cost” of the superbonus credits “is currently 105 billion euros”. “There have been a lot of scams, around 9 billion euros of scams.” But above all: the superbonus “continues to generate 3 billion in income a month, that is, if we left it until the end of the year, we would not have the money to do the finance, other than cutting the tax wedge, let’s forget everything”. So tomorrow there will be a meeting between the executive and the trade associations at Palazzo Chigi: “We will call them to ask how we can help them and to put everything on a sensible track”.

Pnrr

Another update is on the Pnrr. “We have approved the bill on the spending of European funds starting from the Pnrr: we complain that we have no money and when we have it we don’t know how to spend it. Less than half of it was spent in the last programming. We issued a decree to transform resources into development, merging the skills on a structure that follows and monitors and processes all the funds”, he explains. The Pnrr “has more than 220 billion, although largely in debt, the point is that up to now less than 20 have been spent: initially an expenditure of 43 billion was envisaged for 2022 at the end of the year, then now 34, then 21. In reality, less than 20 have been spent – says Meloni in his social column ‘Notes of Giorgia’ – “It’s even worse for other funds, such as cohesion funds, intended for territories in greater difficulty. In the 2014-2020 European programming, Italy spent around 43 billion of 126 billion. Today the new programming opens, there are other tens of billions to spend, the point is whether we know how to spend them”.

Migrants

The Superbonus chapter is partially closed, the migrant chapter opens. “There has been much talk in recent days about the results of the extraordinary European Council in Brussels. I am very satisfied – observes the premier – On immigration, it is there for all to see that in conclusions there are a large part of the positions that Italy has supported and they represent a total paradigm shift and a total change of approach.The conclusions of the EU Council include a series of concepts such as that emigration is a European problem and that all migratory routes must be tackled with adequate resources. With a healthy will, Italy can defend its interests in Europe. There has been talk – Meloni underlines – of strengthening repatriations on which not enough has been done and a plan for the Mediterranean which is central”.

Among the good news, comments Meloni, “the Energy Agency said that bills on the protected market will decrease by 34.2%. This is above all the result of the battle won on the gas ceiling, a battle begun by previous government and which we have continued. Compared to the coverage for utility bills, some resources could be freed up in the coming weeks and allocated to something else”, comments the premier.
