In Italy the constitutional reforms work thus: a commission is set up, generally made up of parliamentarians, which it draws up after a long time a documenton which it then opens a discussion. In the end not a damn thing is done, through different paths: shipwreck because the legislature ends, collapse for brawl between majority and oppositionbut also between the same sides, or desperate appeal to referendum, which in this case has no quorum, with the voters who almost always send everyone back to starting over from Go, as in the game of the Goose.

But this time it is at least legitimate to ask what will happen, because they are on the field the terrible girls of Italian politics, Georgia and Elly. The first, who is the prime minister, has every intention of pulling her opponent out of the den, who is distant in the polls a thousand miles but he nibbles a piece of cheese every month. And Meloni knows well what advantages he can give by staying indoors and shooting at the headquarters. The other, Elly Schlein, who doesn’t really think about opening a real dialogue, takes good care not to answer with a “no”, which first of all must respect the institutionsbut look for the way to take it from enfilade.

And therefore the leader of the Democratic Party almost face to face it will be there on tuesdaystrictly preceded by a meeting of the secretariat the day before. A foregone conclusion, but not that much. Because presidentialism, right or wrong, is easy to understand, not so easy to disassemble, and we need to find the right words, because in a long-lasting battle you must have your feet firmly planted on the ground, in order not to fall on the carpet. Certainly affects the state of mind of a loyalist like Marco Furfaro, who says that he once dreamed of Che Guevara and now focuses on Elly Schlein. And can you see Che, who considered the post-revolutionary Fidel little more than a reformist, making a pact on the Constitution with the leader of the Brothers of Italy?

So in short, from the parts of the Democratic Party, we think about the tactics to transform the horse’s move by Giorgia Meloni in a boomerang. The first is to point out the bad taste in placing, at the beginning of the legislature, a project that would put the presidency of the Republic in arrears. The second is to bet on suspicions of the League and Forza Italia. Presidentialism convinces them, they are a little less enthusiastic about handing themselves over, tied hand and foot, to the de facto single party, with Giorgia with superpowers. The third is the relationship with the other oppositions. If Carlo Calenda and Matteo Renzi were the first to show themselves too much in dialogue, they would open a highway in view of the European elections next yearwhich are played with the proportional.

The fourth is double-edged. Because ninety out of a hundred the center-right will not be able to launch the reform with the favor of the two thirds of Parliament, and therefore the referendum would be inevitable. But one referendum consultation like this you can also lose, and if you are on the wrong side when the people vote, you can also close the shop and puppets and go home.

So, at least for now, it deals with, or pretends to negotiate. At Schlein the reasoning goes like this: let’s go and listen, that there isn’t a clear proposal on the table. But it should be noted that the first moves are considered daunting. Even just to say hello, the Pd wants a clean sweep of the reform on regional autonomy, as imagined by Robert Calderoli. And that the project to eliminate the double shift in the election of mayors.

Own the double shift is the boulder which stands in the middle of the narrow lane of the faint possibilities of a meeting point. For the Dems, it is unthinkable that the ace be handed over to the executive power without allowing, with a second vote, that the sides can challenge each other on the two candidates remaining in the race. The center-right does not fail to point out that few vote in the ballot, and that one forty percent threshold could be more respectful of the popular will. But it doesn’t even mean that we break into this wall. Giorgia and Elly have already shown that they have a top hat full of unexpected surprises. After all, neither one nor the other saw them coming.
