A meeting, an interview, since the new government took office last October, has not yet taken place. But Gaetano Manfredi he has many things to discuss directly with the premier, Giorgia Meloni. For this reason, the mayor is working to make an appointment with the Prime Minister to submit the Naples “dossier”. In fact, there are many issues to be resolved in the city for which direct intervention by the head of government is necessary. And it doesn’t matter if of a different political sign. Because when Naples is involved, political colors count for little. Furthermore, Manfredi, who has already started significant and productive political dialogues with some ministers – this is the case of the Neapolitan minister Gennaro Sangiuliano, with whom he has open discussions on the Albergo dei Poveri and the San Carlo; but also with the Minister of the Interior, Planted – knows well that Giorgia Meloni would never hinder support for the city in the name of a different political color than hers or that of the governor of Campania, Vincent DeLuca.
The dots on the carpet
«We will certainly see you in the coming weeks», Manfredi said about the summit with Meloni. Even if the two secretariats have not yet set a date on the agenda; which could be for end of March, when the head of government should be in Naples for an international event, or even earlier. Even if to discuss issues of the city it is more probable that it is the former university minister who will go to Palazzo Chigi. Therefore, different – at least four – the points that Manfredi must discuss with the prime minister: from the projects financed with the Pnrr the certainty of the economic flows to continue with the work on the Metro; together with the reclamation of Bagnoli – of which the mayor is government commissioner -, to understand whether the reclaimed land should be removed or whether it should remain there. Up to the theme of themes: the green light to the hypothetical phase 2 of the Pact for Naples, the one that would allow the Municipality of Naples to really make a change, with the assumption of some debts directly by the government and the renegotiation of the interest rates of some mortgage contracts. But there is also more.

And it matters little if the discussion on differentiated autonomy has increased the political distance between the government and administrators of the South; or if Manfredi is very attentive to the themes of the Dem congress in these hours, which a new secretary will express in the next few hours. Thing on which Manfredi – who acts as “referee” of a derby entirely within the Municipality with the commissioner Teresa Armato leader of the Schlein motion and the pd group leader in via Verdi, Gennaro Acamporato lead that of Bonaccini – he hoped “there is a large participation of citizens who are sympathizers of the Democratic Party, that there is a mobilization that helps to rebuild an internal debate and a new activism of the Democratic Party which is one of the cornerstones of the progressive front . I hope that tomorrow will be a day of rebirth », Manfredi’s words. Who will not go to vote but who will attend the primaries “with great interest”, said compared to the two candidates in the running: “Both candidates must make an important contribution to the Democratic Party, they represent two souls: Bonaccini that of the administrators and the relationship with the territory, Schlein brings instances of renewal that are important. Regardless of who wins, I hope there will be unified management after that».
The autonomy that divides
Then the lunge on autonomy: «We need an Italian policy that recognizes the country’s great opportunity in the South. Talking about welfare has been and is the great alibi for those who should invest. Welfarism was the wicked pact between the ruling classes, who wanted to manage electoral consensus and an economic vision of the country, and those who kept and want to keep our South on the margins. But today the music has changed and we can move on starting from city”. Manfredi underlined the need «for a review of the powers of local autonomies but to do so it is essential that there is a strong role for the Municipalities. We cannot think of a reform of local autonomy without the Municipalities and cities which are the real elements of transmission with the citizens”. Autonomy, according to the mayor, “is not just an act of selfishness, but it is an act of ignorance of the social and economic dynamics, means accelerating the process of gap and will also damage the Regions which today delude themselves that they are favored by this reform”. Words and political positions that should not question the Meloni-Manfredi face-to-face.
