With the green light in the Chamber, the process of the Budget law is not yet closed. The first session at Palazzo Madama was held on December 27, the last already convened on the 29th, but there is a wording that explains the forecasts for final approval

The maneuver has overcome the obstacle of the Chamber after endless sessions in the commission, night marathons, tensions and discussions between the parties. But Montecitorio’s pass for a 35 billion budget law, obtained with 197 votes in favour, 129 against and two abstentions, was not the last step that the budget measure was called to overcome. In fact, the text must now pass through the Senate, and it will be a totally armored examination, given that the maneuver must be approved without modifications to obtain the definitive go-ahead by December 30 and avoid the provisional exercise.

It resumes on December 27th

After the break for the Christmas session, the first convocation of the Senate session scheduled for December 27 at 2 pm will be the start of the budget session with the sending of the text to the commissions. As in recent weeks, work times and room for maneuver are very limited, but still technically sufficient to complete the work by the end of the year and thus avoid the provisional exercise, a scenario that has occurred in the history of the Republic 33 times, most recently in 1988.

Trust again

To speed up the process, the Senate will also approve the maneuver with confidence, therefore without giving the parliamentarians the opportunity to further put their hands on the measures. After the session of the 27th, the calendar foresees that the assembly of Palazzo Madama will meet on the 28th from 9.30 and on the 29th again from 9.30.

Session if needed

This last summons, however, contains a specification that makes us understand the forecasts on the approval times: in fact, the wording is foreseen if necessary. The hypothesis, therefore, that on the 29th the maneuver may have already been dismissed and that this long march of the budget bill, made anomalous by the unprecedented timing of a vote in September, will be completed within the set deadlines. But precisely on the timing of the maneuver that hinges on the criticisms of the oppositions: All night in the Chamber trying to change the majority’s mind on cuts to health care, on the end of the women’s option and on the unfair measures of the Budget Law – wrote the secretary of the Pd, Enrico Letta – And the first vote of one of the Chambers arrives on Christmas Eve. At risk provisional exercise. Never happened. But the majority does not seem to fear the overrun of deadlines: Letta proves to be a “forgetful fairy” – replied the group leader of FdI in the Chamber, Tommaso Foti – Not at all true, in fact, that never before had there been a vote of the maneuver on Christmas Eve. The timing of the budget law is the same as last year, with the difference that the Meloni government took office only a few months ago and does not enjoy the broad support that the so-called government of the best initially enjoyed. For the group leader of the M5S in the Budget Committee, Daniela Torto, the measures are all flags to avoid the implosion of this fragmented and divided majority on everything.

The rave decree

Parliamentary activity during the holidays will not be limited to the work of Palazzo Madama on the budget. In fact, the anti-Rave decree will be addressed in the Chamber: another provision whose definitive go-ahead runs on the edge of the days, if not the hours. Approved on 13 December in the Senate, expected in the Chamber on the 27th: under penalty of forfeiture, it must be converted by 30 December.
