After just over a year they try again. In summer 2021 it seemed like a way to prepare for the upcoming summer holidays, this year it coincides with panettone. The temptation to restore the Tfm (the end of mandate treatment) of the regional councilors, analogous to the liquidation that is recognized to employees. The maneuver for the 2023 budget is underway and someone, in the Apulian regional council, is once again insisting that the TFM be included with an amendment in the text proposed by the regional council. The debate will take place in the Chamber on 20 and 21 December.


A rule to be written

What could the severance pay be like? Nobody knows why the amendment has not been written and who knows if it will be decided to do so. If it were like the one conceived in the summer of last year, it would work like this: a month’s salary (about 7,000 euros gross) would have to be set aside for each year of stay in the Council for each of Puglia’s 51 councilors. That is 35,000 euros per councilor for a 5-year term. A total of 1.8 million spent on the Assembly.

The wave of criticism that hit the Council in 2021

The embarrassment of deciding fortissimo. On the one hand, the Tfm is perceived by parliamentarians and almost all the regional councilors of Italy: Puglia is one of the few regions that has not foreseen it after the abolition of 2012 decided under the impetus of the Monti government. On the other hand, everyone remembers the wave of criticism that hit the Council in the summer of 2021, to the point of inducing thethe governor Michele Emiliano to decide no and to invoke the help of the leaders of the Democratic Party and the 5 Stars, Enrico Letta and Giuseppe Conte (both parties are part of the majority together with the civic lists). Letta and Conte intervened with harsh declarations and determined the rethinking of the Apulian Council. Furthermore, it should be added that the choice, however legitimate and similar to that of the other Regions, suffers from two defects: it would arrive while the Italians are tormented by the crisis and inflation and then it would be presented, as on other occasions, almost stealthily. In fact, so far no one has assumed any explicit intention in this regard: everyone talks about it and no one writes the standard.

TFM repealed in November 2012

Little (sad) story. In November 2012, the Apulian Council decided to repeal the TFM then in force: very generous, it provided for the provision of 2.5 months for each year of the legislature, without a predetermined number of years (they could also be 15 or 20). The Assembly did not decide to replace that TFM with the virtuous model adopted by the State-Regions conference on 6 December 2012 (a few weeks after the Apulian abolition). That model said to set aside a month’s salary for a maximum of ten years. Almost all Regions did it, Puglia did not. The Council regretted not having decided and every now and then tries again. On the sly.
