Kalergi plan, what is the conspiracy theory on ethnic replacement

The Kalergi Plan conspiracy theory is the belief that there is a plan (called the Kalergi Plan) to incentivize African and Asian immigration to Europe in order to displace their populations. This plan, which has come back to the fore in the last few hours after the considerations and positions taken by the minister of the Brothers of Italy, Lollobrigida, takes its name from the Austrian philosopher Richard Nikolaus of Coudenhove-Kalergi (1894-1972), historical pan-Europeanist, who is credited with authorship of this plan. Naturally, the theory has garnered and will still garner credit especially in far-right circles (nationalists, sovereignists and separatists). In Italy the theme has taken up the hype and voice in the right-wing political galaxy since 2015, initially in a pamphlet by Matteo Simonetti and then declined in the policies of the Northern League by the voice of its leader Matteo Salvini. Even in Austria, more recently, the anti-Kalergi suggestion has found fertile ground in right-wing circles: one of the most prominent exponents of the Freedom Party, Heinz-Christian Strache, vice-chancellor at the time (resigned in May 2019 over a corruption) hoped for a program to revive the birth rate in the country inspired by similar Hungarian policies of Viktor Orbán, defined as «the champion of the European peoples determined to preserve their traditions and their civilization forever and who do not surrender to the prospect of being replaced by Africans and Muslims”. In France, too, the argument was used to gain far-right political space by candidates challenging Emmanuel Macron in the 2022 presidential election.
