The perfect storm that hits public health – in particular on the already shattered one of the South and Campania – shakes spirits and lets us glimpse a near future that is not at all encouraging with the mass of retirements that appear at the doors of hospitals and with the unattractive remunerations compared to the private sector that will accompany the departure of thousands of doctors, now civil servants, over the next few years. “We have to create new rules, untie several knots to prepare a Marshall plan dedicated to health and which radically intervenes on the organization for the next three years – urged the president of Agenas -. President De Luca rightly calls for the elimination of the limited number of Medicine: and how can one be against it, if then the healthcare companies are forced to hire foreign doctors, in Calabria even from Cuba, due to lack of personnel? Emergency rooms are prey to progressive desertification: there is an evident problem of the attractiveness of certain specialties and functions. 60% of emergency medicine specialization scholarships are not awarded due to lack of participants. Therefore, there is nothing left to do but go beyond the specifics and employ all the doctors available in the emergency rooms ».


The competence

But in this way we give priority to the need, to the detriment of the competence. How do you give up the emergency room specialist?

«In fact, one does not give up – Coscioni retorted -. Even now, if patients with specific pathologies arrive, the intervention of the specialist consultant from the ward is requested. In addition, the involvement of first-year postgraduates would allow them to acquire experience in the field, without reserving their training exclusively for lessons”. The president of Agenas and De Luca’s health advisor then raised another urgent issue, the one involving the Community Houses envisaged by the Pnrr. In Campania there will have to be 169, with 45 Community Hospitals and 58 Territorial Operations Centres. And he did so by speaking in the Senate during a debate organized by Meridiano Cardio: «The Community Houses risk remaining veritable cathedrals in the desert – he stated – because no allocation. The Pnrr funds are for the construction of the structures, not for the personnel who will have to make them operational. We need to untie the knot of general medicine and understand how it will have to make its contribution, because we already have a very evident shortage of personnel in hospitals. The competitions – he continued – are completed and are largely deserted, particularly in the emergency-urgency, but also for some profiles such as anesthesiologists and pediatricians we are in great difficulty. Add to all this a dramatic lack of attractiveness of the Public Health Service: there is a system that is too rigid and blocks career opportunities and the possibility of carrying out extra-hospital activities. There has been, over the years, a definancing of the NHS, in particular of the health fund: a reorganization had to be carried out ». But now, in order to hope for a recovery of healthcare and hospital assistance that is efficient and adapted to real needs and effective needs, it is necessary to “launch a Marshall plan, an extraordinary plan, for healthcare – concluded Coscioni – which provides for investments for the next three years, during which the post-graduates already in the first year will have to enter hospitals ».
