All the majority forces open to the changes: distinction between organizers and participants, more precise definition of the offense, reduction of the maximum penalty (with the doubts of FdI). Compact oppositions: a useless and harmful measure

The parliamentary process for the conversion into law of the decree containing the rules on illegal raves began with the presentation to the Senate. And while the majority opens, with different gradations, to the changes, the oppositions are compacted in the request to cancel the rule.

The Minister of the Interior, Matteo Piantedosi, will respond to the concerns raised by the representatives of CGIL, CISL and UIL this afternoon.
, which will see Maurizio Landini, Luigi Sbarra and Pierpaolo Bombardieri. The provision approved by the Council of Ministers on October 31 has not yet been assigned to a commission because they have yet to be constituted.

But in the meantime work has begun on a political level to find an agreement on the changes that should reshape at least three aspects: the maximum penalty envisaged, in the decree set at 6 years, should fall below 5 also to exclude the possibility for the prosecutor to resort to wiretapping (a request above all from Forza Italia, on which Fratelli d’Italia brakes); a stronger distinction in the responsibilities assigned to organizers and participants in raves; finally, the crime, judged by many jurists to be too general, should be better specified and probably linked to the sale and consumption of drugs.

From Forza Italia, the majority party that had raised more doubts precisely on wiretapping and the risk that the contestation of the crime could extend to trade union or school demonstrations, Maurizio Gasparri
exhibits a median position: “The rave party decree was necessary and appropriate – declared the vice president of the Senate -. It was necessary to provide for the possibility of clearing buildings or occupied agricultural fields, of seizing material which, as we have seen in the case of Modena, is very expensive and confirms that behind these events there are obviously powerful organizations and drug dealers. You can discuss the extent of the maximum penalty or better define the conduct that you want to sanction. Detailed changes. There is no going back ».

Even the leader of the League in the Senate, Massimiliano Romeo, opens in moderate revisions: “A rule that was needed after so much laxity, but if there are well-founded concerns about how it was written, we are ready to correct it in parliament”. L

to Undersecretary of the Interior, Wanda Ferro, exponent of FdI
, holds the position. “It is a decree that protects young people, it does not limit any freedom. It can be improved in the conversion phase, with a wide convergence, but it is important to keep the part relating to the seizure of vehicles and audio systems. They represent a disincentive ». So Ferro argues with the opposition: “We are accused by the same people who invented the green pass and closed the Italians at home for months.”

The minority, however, does not intend to withdraw or accept changes that can be configured as a compromise. “We must get rid of this legal opprobrium – says Debora Serracchiani, leader of the Democratic Party, announcing the dem initiative to repeal the law – it is a fact of common sense. We will present a sub-amendment to the dl Aid ter. We ask all parliamentary groups to sign it. Even in the majority there are doubts and second thoughts ». The 5 Star Movement took a very hard stance: «It is a law of the police state, it must be withdrawn», Says the president Giuseppe Conte. The measure “as useless as it is dangerous”, speaks of the pentastellata deputy, Chiara Appendino.
