Will there be a squeeze on basic income, with the maneuver?
S. There are several hypotheses on the table. The reform aims to reduce the number of beneficiaries and strengthen controls, with the aim of saving up to 1.8 billion out of the approximately 8 that the subsidy against poverty costs each year. An important but limited cut, because it will be obtained in large part on the audience of income earners considered employable, equal to a third of the total. The hypotheses of a softer tightening would lead to savings of less than a billion.

Who could lose their basic income?
Those most at risk are the beneficiaries of the citizen’s income required to sign the Pact for work at the employment centres. According to the Anpal monitoring carried out last June, there are about 660,000 people. To which could be added about 173,000 recipients who are already working, but have such low incomes that they meet the income requirements. In all, therefore, more than 800,000 people out of about 2.5 million recipients of the subsidy.

How will the squeeze work?
The most popular hypothesis is to impose a term on the maximum duration of the service. Today the Citizenship Income can be taken for 18 months, renewable, after a one-month suspension, whenever the requirements are met. With the squeeze, however, once the 18 months have expired, the recipient able to work would no longer receive the subsidy, but, for a maximum of six months, financial support for training financed with European funds. And then that’s it. There are also softer proposals on the table, such as the one developed by the Undersecretary for Labor, Claudio Durigon (Lega), which provide for a dcalage: after 6 months in training, if the interested party does not yet have a job, he could ask again the Income, but for a maximum of 12 months and with an amount cut by 25%, and then, after another 6 months of suspension, the subsidy could be requested for the last time, for 6 months and reduced by another 25%. But at the moment the toughest proposal prevails, which also provides for the strengthening of controls on the requirements and rules that cause the performance to be forfeited. Today you can refuse up to two suitable job offers to lose the income, with the squeeze you will lose it after the first refusal.

What changes for the others?
Two thirds of the audience of Income and Citizenship Pension beneficiaries are made up of minors, the elderly, the disabled, people with inclusion problems and other individuals who are not able to work, who are referred to the social services of the municipalities. They will continue to receive the subsidy, but the controls should be much stricter. In particular, among the hypotheses there is the one which provides that the recipients of the subsidy must demonstrate that they reside in Italy by periodically going to the offices of the municipality of residence.
