The new secretary proposes a left turn in the most sensitive sectors: from rights to the environment, from health to immigration management

Minimum wage, environment, work. These are the first three watchwords, corresponding to as many programmatic priorities, pronounced by Elly Schlein in her first statements after her victory in the Pd primaries. The new secretary presented a program that focuses on issues dear to the left, she leveraged this to differentiate herself from her challenger Stefano Bonaccini. «The priorities are the fight against all forms of inequality – she explained hotly – the right to decent work, the need to tackle the climate emergency with the utmost urgency. We have to rebuild trust where it has been broken.” But let’s see what her program contains to understand how she will move in the political scenario.

Work

In the field of work, where he most wanted to mark the discontinuity with the past by distancing himself from the policies of Renziana, according to Schlein it is necessary to «turn the page clearly after the errors of the Jobs Act and the Poletti decree on the facilitation of dismissals and the liberalization of term contracts”. The battle is to counter precariousness by limiting fixed-term contracts, making stable work more convenient, abolishing the most precarious forms such as extra-curricular and free internships and regulating platform workers. And he insists on basic income: “It shouldn’t be abolished, it should be improved”. And then he points out the need for a battle for the minimum wage.

Environment

Another strong theme is climate change. Against nuclear power, Schlein plans to invest more in renewable energies, energy conservation and energy communities. There is also the intention to launch an eco-friendly tax plan, capable of gradually eliminating environmentally harmful subsidies and linking indirect taxes to CO2 emissions. On the urban front, the idea is to launch a national law on zero land consumption, to which is added the commitment regarding a law on decarbonisation that helps those left behind.

Healthcare

In her campaign for the primaries, the new secretary then insisted on health care, considered “underfunded” and the victim of a progressive imbalance between public and private and between the state and the regions. Schlein believes that it is necessary to support the national health system more, in terms of personnel and economic resources, with a stronger role on the part of the state, avoiding that there are “class A and series B citizens”. And she proposes “increasingly territorial and home healthcare”.

Immigration

Another important point is immigration, a theme that Schlein has long dealt with in Europe. The secretary believes that the issue should be tackled at a European level, reforming the Dublin treaty but implementing the principle of solidarity and a fair sharing of responsibilities among all EU states. «You don’t do politics on the skin of migrants by keeping them stuck at sea or in ports. We need redistribution mechanisms,” Schlein told Avvenire last January.

IRS

Ideas for change also in terms of taxation. For Schlein «the Italian tax system must become clearer, more understandable and simpler. In a comprehensive and progressive tax reform, the issue of large estates must also be tackled from a redistributive perspective, starting with the alignment of the tax on gifts and inheritances at the level of other large European countries».

Rights

Large space in Schlein’s program is reserved for civil rights. “We must fight for a law against homobilesbotransphobia, ableism and sexism. We want marriage to be an institution open to all, with full recognition of the rights of homoparental families and an end to the discrimination suffered by their daughters and sons,” Schlein wrote in the program. Added to this is the battle for the Ius soli, “so that citizenship is not recognized by blood”.

War

On the war in Ukraine, Schlein stresses that it is right to support the people (and she was in favor of sending arms), but she says she is against the increase in spending on arms and underlines the lack of a European foreign policy on common security.

Autonomy

As regards the relations between the State and the regions and the issue of Autonomy (she is against the project of Minister Roberto Calderoli), Elly Schlein would like to discuss essential services, hypothesizing a law that clearly and unambiguously marks the specific competences of the State and Regions, putting an end to the separate negotiations between the State and the individual regions on key issues such as school.

Match

As regards the interior of the Democratic Party, Schlein proposes that there is “incompatibility between party positions and public and administrative functions”. That is, whoever plays a role in the Democratic Party – even more so the secretary or secretary – should abandon the other positions. The idea is to “enhance the autonomy of the party”, which it can support but also “act as a stimulus” for its governing representatives.
