EU directive on green houses, where are we?

In recent weeks, the process of approving the European directive on green houses has sparked political debate. Two aspects are at the center of the discussion: the first, the enormous costs and the enormous organizational efforts to redevelop the national real estate assets from an energy point of view to align with the objectives of the directive; the second is the risk (not to mention the certainty) that the worst-rated homes would see their value plummet.
On the first point it is not possible to express oneself with certainty because the text has not yet been approved and in any case the transposition of the national states will have to follow up on the directive. It is not possible at the moment to estimate how many properties would be involved. On the basis of the certifications surveyed by Enea in the years from 2016 to 2021 it can be said that about three-quarters of residential properties belong to the three classes worst energy.
A redevelopment of all these buildings, even in the space of a decade, is not even remotely conceivable, due to lack of companies, materials and even funds.
