Government: charge of recruitment in ministries, goodbye to Anpal. Jubilee and sports justice are also included in the CDM

A charge of recruitment arrives in the ministries, to strengthen the workforce and meet the commitments dictated by the Pnrr. These are foreseen by a new decree on public administration, expected in the next few hours in the Council of Ministers, which also establishes the suppression of Anpal, the agency for active policies, allocates resources for the Jubilee 2025 and extends to sport, intervening on capital gains and appeals to sports justice. In the draft circulated on the eve of the provision, it consists of 33 articles, divided into two chapters: the first (21 articles) dedicated to the PA, the other to sport. Starting from the Dicastery of Culture, where the workforce expands with 100 units of non-managerial personnel, to be hired on permanent contracts through a public competition. For an “effective coordination of services and active labor policies” the suppression of Anpal, the National Agency for active labor policies, established in 2015 with the Jobs Act is also envisaged: its functions will be assigned to the Ministry of Labour, to which the “human, instrumental and financial resources” are also transferred, with the exception of personnel belonging to the research sector, which instead passes to Inapp, the national institute for the analysis of public policies. All public administrations have the possibility of hiring “permanent” socially useful workers, subject to “selective testing” and without new or greater burdens for the public finances. The decree also allocates 7.63 million for 2023 to the Vatican City State for the 2025 Jubilee for the “carrying out of digitization interventions of the jubilee paths, of explanatory materials, of an IT application on the sacred heritage of Rome”. Finally, from 1 July the companies wholly owned by the instrumental body of the Italian Red Cross in compulsory administrative liquidation (ESACRI) are extinguished. The sporting chapter is also rich, starting with the modifications on sporting trials: in judgments concerning “the appeal of sanctions involving penalties that have the effect of changing the final ranking”, the penalties are applicable only once the sentence is ” passed into judgment”.
