From Committee to Plan, this is how the Government's "strategy" in the South changes

established at the Presidency of the Council of Ministers the Strategic Committee for the South, with the task of drawing up the multi-year strategic plan for the South, updated annually. This was foreseen (in article 13) in one of the drafts – circulated in recent days – of the decree-law which introduces urgent provisions on the reorganization of the powers of the dicasteries. Text approved on Friday by the Council of Ministers – as the Palazzo Chigi website explains – on the proposal of the president Giorgia Meloniof the deputy premieres Antonio Tajani and Matteo Salvini and ministers Adolfo Urso, Francesco Lollobrigida, Gilberto Pichetto Fratin and Giuseppe Valditara. In article 13 of the provision that had been approved, however, there would (now) be a Strategic Plan and no longer a Strategic Committee for the South. And therefore: The President of the Council of Ministers or the Delegated Authority for South draws up the multi-year strategic plan for the Southupdated annually, which contains the strategic guidelines relating to the development of the southern areas.


Coordination

Two inter-ministerial committeeshowever, were established anyway on Friday evening: the one for made in Italy in the worldalways clarified in the official note of Palazzo Chigi, and that for the policies of the sea, with tasks of coordination and definition of strategic guidelines in the sector. Both – it must be said – also appeared in the draft that contained the Strategic Committee for the South. Structure, the latter, which was to be established at the Presidency of the Council of Ministers; chaired by the President of the Council of Ministers or by the Minister delegated for Southern policies, therefore Nello Musumeci (which consoles itself with the leadership of the Interministerial Committee for Maritime Policies) and composed of the Delegated Authority for Cohesion Policies and the Ministers of Economy and Finance, Agriculture, Food Sovereignty and Forests; of companies and made in Italy; infrastructure and transport; of culture and tourism.

Waiting for the final version

In the final version of the decree-law, which has not yet been formalized, the Plan (strategic for the South, ed) approved by the Interministerial Committee for Economic Planning and Sustainable Development (Cipess) and represents, in relation to policies for the South, a reference for planning relating to the territorial development of the southern areas. Friday, for the record, the Council of Ministers also established new names and competences for some departments: that of economic development becomes the “Ministry of Enterprises and Made in Italy” and acquires the competence in the field of promotion and enhancement of Made in Italy in Italy and in the world; the Ministry of Agricultural, Food and Forestry Policies becomes the “Ministry of Agriculture, Food and Forestry Sovereignty” and acquires competence in matters of protection of food sovereignty; the Ministry of Ecological Transition renamed “Ministry of the Environment and Energy Security” and becomes competent in matters of energy security; the Ministry of Infrastructure and Sustainable Mobility is called the “Ministry of Infrastructure and Transport”; the Ministry of Education is called the “Ministry of Education and Merit” and the functions of the Ministry are specified in relation to the enhancement of merit.
