Beyond the electoral programs and anti-immigration positions, the difficulty in finding labor in two key sectors such as agriculture and tourism has forced the Meloni government to approve a new flows decree. And so, during the last Council of Ministers, the go-ahead for 452,000 new entries was given, to be spread over three years, between now and 2025.

The miscalculations of the first decree flows

After all, there wasn’t much else to do, given that on click day, last March 27, the applications presented by entrepreneurs had been more than 250 thousand, while the Meloni government, with the first flows decree of December 2022 , had set at only 82,705 foreign workers who could come to Italy for employment reasons, even seasonal ones. The alarm cry of the companies was immediate: at least 120,000 workers were missing to be able to close the fruit and vegetable harvesting season and to keep the accommodation facilities open during the months of crowded holidays along the Peninsula. For this reason, the Council of Ministers had to approve, in a preliminary examination, the dpcm with the “Programming of flows of legal entry into Italy of foreign jobs for the three-year period 2023-2025”, recognizing that – as stated in the final communiqué of the CDM – a requirement of 833 thousand units.

452 thousand admissions in a three-year period

According to the provisions of the government, for the three-year period 2023-2025 there will be a total of 452,000 admissions. As regards this year, the additional quota of 40,000 units (in any case less than what was requested by the companies), entirely intended for entries for seasonal work in the agricultural and tourist-hotel sectors, based on the applications already submitted in the click- day last March. But the opening does not only concern potential workers in the agricultural and tourist sectors: in the perspective of the three-year period, in fact, the professional categories and productive sectors interested in employing foreign labor are being expanded. Workers for passenger transport, fishing, electricians, plumbers and workers in the family and social-health care sectors have been added. The new professional skills that may be required are added to those already confirmed for self-employment and non-seasonal subordinate work: road haulage for third parties, construction, the tourism-hotel sector, mechanics, telecommunications, food, shipbuilding.

Preference to countries that make agreements with Italy

As part of the quotas for agriculture and tourism, the government reserves specific quotas for workers from countries of origin or transit who sign agreements to facilitate regular migration and contrast irregular migration and whose applications for authorization to entry into Italy for seasonal work, even long-term, are presented by the work organizations indicated in the decree and most representative at national level. For their part, the organizations must undertake to supervise the conclusion of the process of hiring workers until the actual signing of the employment contracts.
