Flood in Emilia Romagna, the government chooses General Figliuolo as commissioner

There is agreement in the majority on the name of General Francesco Paolo Figliuolo as reconstruction commissioner after the floods that hit Emilia Romagna and parts of the Marche and Tuscany in early May. Government sources confirm this. The green light is awaited for the appointment which will be discussed in the Council of Ministers at 6 pm, with a decree law on the agenda with urgent provisions for the reconstruction of the areas affected by the flood. Figliuolo, commander of the Joint Operational Command, held the role of extraordinary commissioner for the Covid-19 emergency from March 2021 to March 2022.
In addition to the name of the commissioner, which at first seemed intended for the president of the Emilia Romagna Region Stefano Bonaccini, a decree-law with urgent provisions for the reconstruction of the territories affected by the floods of early May was also on the government table.

Bills and aid
A decree law with urgent provisions should provide for the extension of the social bonus for less well-off families to the third quarter of the year. In essence, aid is envisaged for the purchase of electricity and gas: the extension of the 5% VAT cut to September and the zeroing of general system charges as regards gas are also possible. However, another extension, the one relating to tax credits, should not pass.
Traffic Laws
Also on the agenda is a bill with interventions on road safety and delegation for the revision of the highway code, presented by the Ministry of Infrastructure and Transport Matteo Salvini. The tightening desired by the minister concerns the penalties of those who drive under the influence of alcohol or drugs, the use and regulation of scooters. The following will then be examined: a legislative decree on the simplification of controls on economic activities in implementation of the delegation to the Government provided for by the 2022 competition law, presented by the Ministry of Public Administration, by that of Enterprise and Made in Italy, and by that of Economy; and a bill for the repeal of pre-republican regulations relating to the period 1871-1890 and other regulations of 1861-1870, presented by the Prime Minister and the Ministry for Institutional Reform and Regulatory Simplification
