BOLOGNA The fact that the appointment of the general Francesco Paolo Figliuolo the commissioner for reconstruction after the floods that hit Emilia-Romagna “lasts less than a year is surprising”, indeed it is “quite sensational”, especially “if combined with the fact that the few resources are distributed over three years and that there is a decree law, which incorporates a bill by the minister Nell Musumeci, which sets a five-year deadline for reconstruction, with the possibility of extension for another five”. This was underlined, speaking in Bologna at a conference organized by the Cisl, the president of the Emilia-Romagna Region Stefano Bonaccini, which for its part ensures maximum collaboration “in the interest of the affected populations”, but also hopes that this “curious inconsistency” regarding timing “will be corrected soon” and that “there will be more resources, so that 2.5 billion euros in three years, compared with damages estimated at almost nine billion, are too few”.

Much clearer than Bonaccini, on the issue of the duration of Figliuolo’s office, is the mayor of Bologna Matthew Lepore, according to which the appointment of the commissioner for one year “has a very specific objective, namely that after the 2025 regional elections someone else is expected to take care of reconstruction, perhaps the future president of the Region”. Given that Minister Musumeci “spoke of a nine-year reconstruction, even making fun of us a bit, perhaps the commissioner should have a few more years to work”.

As for the situation in Bologna and its province, Lepore speaks of “80 million damages to provincial roads, about 200 to municipal roads”. The metropolitan city, he adds, “has already invested over 15 million from the budget surplus, and there are municipalities that have already run out of resources to deal with the extreme urgency”. For this reason, he adds, “we asked the table with President Giorgia Meloni for a 600 million fund and a rule to unblock emergency sums, because these Municipalities must be certain that these resources will be reimbursed, otherwise there will be financial collapse”.
