The European Union could possibly play a decisive role against climate change, provided that it acts with the resources of a common budget to support the African continent to do without coal and oil. It would be a valid barrier to mass migration
To limit the risks that climate change entails it is now clear that a joint effort by all states is neededstarting of course with those that cause the largest percentage of fossil energy consumption, China and the United States. There is a 2030 agenda and a 2050 agenda, approved by all states, which mark the stages of this path, for which by this last date the entire planet will have to be climate neutral. But these agendas are not binding and their implementation stagnates.
