The story of the EnelX platform which should absorb the problem loans linked to the Superbonus now resembles the plot of Waiting for Godot. After the announcements of the imminent arrival at the beginning of the year and the indication of the departure in June, assurances had arrived in recent weeks that the start would be given in September. Now, however, even this term appears to be at risk. It means that for taxpayers who paid for the works out of their own pockets and have not yet managed to transfer the credit deriving from works carried out in 2022, there is a risk of missing out, because they have until November to be able to transfer, otherwise they will have to ask for a refund. directly on the tax return, paying 250 euros and getting the money no longer in four but in ten years, hoping above all to remain capacious for the entire period.

EnelX lacks a banking license

EnelX’s problem is that in order to fully operate it needs to obtain a banking licence.

In truth, its core business should be not so much that of collecting credits from individual taxpayers (in most cases these are the owners of villas) who have not surrendered, but rather that of absorb the credits of the construction companies that made the discount on the invoice; once the credits have been purchased, the business model would provide for the transfer to customers who have to pay taxes with the F24 model, making money on the difference between the purchase price and the resale price. Here is the crux of the matter: to buy credits deriving from invoice discounts and to resell to its customers, a banking license is required, which EnelX does not have, and negotiations for a partnership with a banking institution thanks to which obtaining the license would have stalled, according to what Il Sole 24 ore writes, and to this is added the fact, writes the newspaper, that Enel’s new management would be lukewarm on the platform.

The position of the banks

Despite the not entirely surprising news about EnelX – explains Christian Dominici, Milanese accountant and owner of the eponymous studio specializing in the management of tax credits – it is legitimate to have reasonable optimism, because the extra profits achieved by the banks allow room for fiscal maneuver greater than expected . A few months ago it was argued that credit institutions had exhausted their fiscal capacity but reading the financial statements shows that this is not the case. Paradoxically, there is a problem with the size of credit packages on the market. The specialized banks would also make purchases in blocks of tens of millions of euros, but there is no availability of such huge volumes also because in the tax drawers there are only credits of small amounts and on which there is generally already the certainty of the subsequent relocation . For today, local banks have every interest in satisfying the requests of their customers and therefore have a more optimistic attitude.
