If you intend to install a charging station for your electric car in a private box inside the condominium, it is necessary to report the matter to the condominium administrator through a formal communication (art. 1122 of the civil code). The condominium manager will have to check that the work to be carried out does not affect the common areas. In the event that critical issues are identified in the installation of the electricity column, or the contractual condominium regulation provides for an express prohibition on the installation of the columns, the administrator will put the question before the condominium assembly, convening it promptly to decide what to do. In particular, the installation of electric columns is prohibited when: 1) it alters the architectural decor; 2) modifies the common parts of the building so as to make them unusable for other condominiums; 3) affects the stability or safety of the building. The prohibition exists, for example, if the electric charging column makes it impossible to park cars in a garage, or if we are in a common area of ​​a building of historic interest. Remember that the number of columns that can be installed must be equal to or less than the number of building units.

What can the condominium administrator do?

In any event, should the condominium administrator verify one of the aforementioned hypotheses, he can also apply directly to the competent judicial authority for the protection of the commons, even without applying to the assembly, by virtue of the attribution sanctioned in art. 1130, paragraph 1, n. 4 .cc, according to which he must carry out the conservation acts relating to the common parts, through the exercise of a possession action, provided for by art. 703 cpc and then report to the assembly for ratification. It is essential for the installation of an electric column to choose a competent supplier who can require a certain effort if you are not sufficiently informed about the elements to be taken into consideration. First of all, it is important to consider the type of system you want to install. In fact, there are different types of electric columns: a) slow recharge column for private boxes; b) common stall with slow recharging (3-22 kW); c) common stall with fast charging (over 22 kW); d) cost station, made up of several electric columns; e) coupled system, with combination with the condominium renewable plant.

Rules to ensure proper functioning

At the same time, to ensure the correct functioning of the charging station for electric cars in an apartment building, it is important to follow a few simple but fundamental rules of use. First of all, always use the charging cable supplied by the column manufacturer, avoiding using third-party charging cables that could be defective or incompatible with the electric column. In addition, maintenance of the electrical system and equipment must be carried out periodically. This operation should be entrusted to qualified personnel, capable of verifying the operating status of the system and replacing any defective or deteriorated components, who will be required to issue a certificate at the end of the monitoring. It is important to take safety measures to avoid the risk of fire or accidents. For example, it is necessary to ensure that the charging cable is always in good condition and that it is not subject to damage or the action of external agents. In this regard, it is advisable to take out adequate insurance coverage to cover any problems.

Bonuses and discounts for individuals

For 2023 planned a Electricity column bonus reserved for individuals, which differs from the one reserved for businesses, which offers an 80% discount on the purchase price and installation price of the domestic system. The main purpose of the subsidy is to encourage citizens to purchase electric cars: the reimbursement offered amounts to a maximum of 1,500 euros on the purchase of recharging systems and on installation costs, while for condominiums the bonus reaches a maximum of euros 8,000, covering the purchase and installation of the standard power infrastructure for recharging electric cars in the common condominium areas. Added to this is the facilitation provided for by the Relaunch Decree (DL n. 34/2020), also valid for 2023 (but at 90% unlike 2022 when it was at 110%), which provides for a refund for the installation of electricity columns, combined with a driving intervention as considered by the Superbonus (currently at 90%) The subsidy will also be valid in subsequent years, but decreasing: 70% in 2024 and 65% in 2025. In conclusion, install a column electricity you can, out of necessity, respect both the condominium rules and, above all, the rules in the field of safety, to avoid consequences for the other condominiums that populate the condominium and damage the common areas.
