The engineering sector has a new category contract signed by Confindustria and Ugl. Last Wednesday, the president of Assoartigiani Confindustria, Remigio Villa, and the national secretary of Ugl metalmeccanici Antonio Spera signed in the Roman headquarters of the industrial association in Viale Dell’Astronoma.

The leaders of Cgil, Cisl, Uil, Fiom, Fim and Uilm have sent a letter to Confindustria in which they speak of a clear violation of the pact of the factory and an incentive for pirate contracts. Finally, they invite Confindustria to distance itself from the agreement. Regardless of the contents of the contract in question – reads the letter – we believe that the signing by you of a further national contract for artisan and industrial engineering companies in which, among other things, the trade union representation almost exclusively of Fiom-Cgil, Fim-Cisl and Uilm-Uil represent a profound incorrectness regarding the model of trade union relations established as well as a clear violation of the pact of the factory. And again: We will take all necessary actions to protect our representatives and all workers. And finally: We urge you to publicly distance yourself from the work of your associate by removing your entitlement from the signing of the contract.

The Ugl, close to the center-right: the bargaining monopoly does not exist

But what distinguishes the new contract signed with Ugl, a trade union historically close to the center-right, today in particular the Lega? To begin with it is a negotiation that has nothing improvised, we have been working on it for six months. We have maintained the economic parameters defined in the Federmeccanica and Assistal contract with Cgil, Cisl and Uil but we have introduced greater margins of flexibility in the regulatory part, for example on working hours, explains Antonio Spera of Ugl, who also promises the creation of new entities bilateral and a new supplementary fund for health, alongside the Metasalute that Federmeccanica and Assistal have set up with Fim, Fiom and Uilm. It will be a more efficient fund – says Spera -. And with better treatments for workers. How is it possible given that the funds managed by the confederates will inevitably be greater, therefore with a higher bargaining power than those who manage? This is true but we will create leaner and less bureaucratic structures, the costs for maintaining the structures in our case will end up with the workers. Are the contracts likely to become too many? The metalworking sector has a limited number of national agreements, but there are already those signed with Confapi and Confimi in addition to the main one from Federmeccanica and Assistal … The other unions do not have a monopoly on bargaining, Spera cuts short. The controversy will not end there.
