There are thrilling challenges that await the new government in the field of telematics innovation, on which a large part of the dossiers have been closed or set by the outgoing executive.
Ultra-broadband and Cloud
The Ministry of Technological Innovation and Digital Transition (Mitd) led by Vittorio Colao completed the Pnrr tender procedures for the ultra-broadband on time. Contracts were also signed. The real unknown is now the ability of the successful bidders (Tim and Open Fiber dominate the others) to close the construction sites as planned by August 2026. The cost of raw materials and the shortage of manpower weigh. On the first front, to face the extra costs, it will be up to the new government to establish the criteria for reallocating 1.2 billion in savings from the tender. Furthermore, by March 2023, the platform for monitoring the obligations of the successful bidders will have to be created. The tender and regulatory facility was also closed on the Cloud. However, the deadlines, at the end of 2022, that the winning consortium (Tim-Cdp-Leonardo-Sogei) must respect for a real technical test of the four data centers of the national strategic hub to which to migrate the data of the PA are very tight.
Digital services
There are encouraging numbers on the spread of digital services – for example Spid users with 32 million – but other steps remain to be taken such as launching the digital proxy management system. The app Io has also made great strides, with 6 million average monthly active users and now those who will succeed Colao will have to make the e-wallet operational, which will allow for example to have the driving license in digital format. The platform for digital notifications – already tested and with notices for municipalities published – must also be made operational and here the signing of the contract by Poste is urgent, already by October, otherwise the company PagoPa will take over independently. By next week, however, the company 3i for software services of the PA should be established which has Inps, Inail and Istat as shareholders but, to fulfill the objective of the Pnrr at the end of 2022 that is connected to it, other steps are needed such as a decree for the transfer of assets and contracts from the three institutions to Newco.
Health
Coming to digital health, the two major projects to be implemented are the electronic health record and telemedicine. In the first case, 610 million have been assigned to the Regions and from January 2023, as prescribed by the NRP, the new Sogei data architecture will be made operational. Further back, telemedicine, because the proposal for a public-private partnership was chosen but the tender for the national platform still has to be launched and assigned, and the same applies to regional procedures.
Chip and space
After a long confrontation, Colao leaves to the next government the task of closing, if it deems it, the negotiation with the multinational Intel for an investment in a factory active in the chip assembly phase and whose location is in the balance between Veneto and Piedmont. Above all, it leaves a substantial work on the policies for the space economy: all the funds of the Pnrr have been assigned to the management of ESA and ASI, but now in a few months the calls for tenders must be assigned and in particular those relating to the constellation “Iride” for earth observation.
