Superbonus and Pnrr are giving an exceptional boost to the construction industry and consequently to the growth of the GDP. This is what emerges from the Federcostruzioni 2021 Report, presented this morning at the inaugural conference of Saie in Bologna, the most important national trade fair event dedicated to construction, which will close its doors on Saturday 22 October. The report calculates the production value of the construction sector in 2021 at 475 billion euroswith an increase of 78 billion compared to 2020 and, even more significant because it refers to the prepandemic, of 51.6 billion compared to 2019. construction related about one third of the Italian GDP and that last year’s 6.6% growth was largely due to construction.

Jobs and employment

The data updated at the end of September on the superbonus relating to energy efficiency (the numbers therefore do not include the super sismabonus ones) say that 307,191 construction sites have been started, for a corresponding amount of 51 billion (of which 38.8, 76%, yes refer to works already completed). More turnover means in a quintessential job-intensive sector too growth of the workforce. The sector employees amounted to 2.8 million at the end of 2021, with an increase of 200 thousand units compared to the previous year: it means that one out of 8 employees in our country works either directly in construction or in its related industries.

Investments

Investments are also growing: + 16.5% according to Ance data, and the growth exceeds 20% if we refer only to residential construction, thanks to super bonuses and facade bonuses. In real terms it is necessary to underline that if we start the historical series from the annus horribilis for the world economy and for the Italian real estate market, 2008 and compare with today the value of production still under almost 11 %. Inevitably, the superbonus was at the center of the interventions at the Saie conference. Paola Marone, president of Federcostruzioni, said: We ask the new government to put the structuring of bonuses, over a long period and with rules, and financial mechanisms to support it, which can also resolve outstanding issues on the assignment of credit. Furthermore, in order to ensure the implementation of the NRP, it is necessary to adapt the tenders to the increases in the prices of materials and energy and to commensurate the amount of the tenders to the size of our companies. Federica Brancaccio, president of Ance, emphasized the crucial issue of the assignment of credit, underlining: The new revenue circular (33 / E of 6 October) finally clears the field of the doubts that in recent months have paralyzed the transfer of credits from building bonuses. Now it is necessary for the new majority of the government to send a signal of confidence, also inviting the post office and the CDP to restart to restore momentum to the market. In practice, if private banks do not intervene, the public ones do their part.
