Because the autonomy law is designed not to work

In accompanying the Calderoli bill on differentiated autonomy, the government recalled that the model of asymmetrical regionalism has been waiting to be used for more than twenty years. And this despite the fact that, already a few years after the reform of title V, it was invoked by the regions most dissatisfied with the uniform model of regionalism and with the substantial failure of a strategy of transfers of resources and aid to the South, which succeeded in at the same time to oust the North and not help the South. As it will be recalled, years ago Emilia Romagna, Lombardy and Veneto formally started negotiations with the state, while other regions, more or less formally, declared their intention to resort to it.
