It has been talked about for some time under the radar, but now that the administrative director of the ASL of Brindisi, Andrea Chiari, also exercises the functions of general manager, after the resignation of Flavio Roseto, the presumed parentopoli, or supposed case of incompatibility between him and the wife, Margherita Baldari, his subordinate in the corporate hierarchies, has become one of the most talked about topics. That’s why. On 9 May 2022, Flavio Roseto, assisted by Andrea Chiari and the medical director Vito Campanile, decided to split the Administrative department, setting up the Goods and Services department and the legal-administrative department directed by Fabrizio Friolo, in which the General Affairs departmental structure is hinged , coordinated by Margherita Baldari.
The hierarchical chain
In the hierarchical chain thus formed there are, therefore, Andrea Chiari at the apex, one step below Fabrizio Friolo, in a subordinate position to the latter Margherita Baldari. It follows that Chiari must formally evaluate and verify the work of Friolo, who, in turn, evaluates the activity carried out by Margherita Baldari. The question that ASL officials and managers asked themselves once again and more insistently in the hours following Roseto’s unexpected resignation is very simple: to what extent Friolo will be able to serenely evaluate Dr. Baldari, without feeling conditioned by the fact that must he, in turn, be evaluated by the latter’s husband? Hence the question of incompatibility between Chiari and his wife that has been talked about for some time.
The norms
Legislative decree 286 of 1999 identifies senior managers (company health director, department manager, complex structure manager, simple structure manager) as competent bodies for evaluation. Andrea Chiari, when questioned, replies that at the moment no evaluation measures have been taken and that the marital relationship does not determine any situation of incompatibility. And yet it shouldn’t be Chiari who evaluates his wife but his position in Friolo. The case seems to be on a par with the one reported by the Cisal trade union in the ASL of Lecce, where the general manager Stefano Rossi, with his own service provision, has identified his wife Rossana Indiveri as head of the territorial tenders office. Provision in which, moreover, Rossi subscribes to positive evaluations on the work of his wife who, after the uproar created by the news, has given up the leadership of the new office.
The cases in the Asl
The sudden disengagement of Roseto, motivated by the latter with personal problems, comes while the ASL of Brindisi is going through a rather turbulent phase: first the grain of the serious staff shortages in the emergency rooms, then the dramatic story of Viviana Delego, the 41-year-old died at the Perrino hospital in Brindisi on 22 December last. A case cloaked in shadows that two inspections, one ministerial and the other regional, will try to dispel. While it has been learned from health sources that in recent days the medical records of the unfortunate mother have been seized by the judicial authorities. A case that has also become political, given the intervention of the Undersecretary for Health, Marcello Gemmato, who announced the visit of the inspectors and who yesterday, after Rosato’s resignation, made himself heard again. In Italy there are critical issues especially in Puglia – he says – in the health sector. We are trying to implement a whole series of improvements, recording the negative things. Unfortunately, in Puglia we are talking about a sick health system and register that yesterday (the day before yesterday for the reader, ed) the general manager of an important ASL resigned, a symptom of the fact that things are not going well. Finally, the councilor Fabiano Amati requests the appointment to the general management of an external person and possibly not from Brindisi.
