From now on, underlines the Antitrust, people in possession of confidential information on competition violations will be able to interface with the investigation offices without having to reveal their identity. Through an encrypted system, the platform guarantees the whistleblower who wants to remain anonymous, the possibility of establishing a direct line with the Competition and Market Authority (Agcm) by sending information regarding anti-competitive conduct, the circumstances that produced it and the people involved.

What behaviors to report

For example, it will be possible to report news of secret agreements on product prices, on the division of markets, on boycotts of competitors. Information can relate to contacts and exchanges of information between competitors on market shares, customers, production levels, technological and market developments, participation in tenders. They may also concern conduct by dominant firms, including forcing competitors out of the market or preventing them from entering the market, refusals to contract, the imposition of excessively onerous prices or other unfair terms.

The decision is part of the plan to follow the best practices recommended by the European Commission and by numerous national competition authorities. With this tool, the Antitrust aims to increase the fight against secret cartels, increasingly difficult to discover, and to strengthen the fight against conduct that violates the rules of protection of competition by encouraging the collaboration of subjects who, also due to their proximity to the companies involved, do not want to reveal their identity.
