A billion euro of incentives to decarbonise “hard to abate” sectors

One billion euros for the decarbonisation of industrial sectors today hard to abbot, i.e. the most polluting and difficult to reconvert, which use fossil fuels as an energy source, for example: cement factories, paper mills, ceramics, glass industries. It is the initiative promoted by the Ministry of the Environment and Energy Security and managed by Invitalia through an incentive to be requested until 30 June 2023.
Use of hydrogen
In fact, by that date it is possible to present the application for Hard To Abate (HTA), the measure designed to support investment and research and development projects for the decarbonisation of industrial processes, mainly through the use of low-carbon hydrogen. The financial endowment of one billion euros makes use of the resources made available by Mission 2, Component 2 of the Pnrr for the implementation of Investment 3.2 relating to the use of hydrogen in sectors hard to abbot.
The incentive is aimed at companies of any size operating in these sectors and at research organisations. Each project must include eligible costs and expenses of no less than 500,000 euros. The application for subsidies can also be presented jointly (through a network contract or other contractual forms of collaboration), up to a maximum of 5 subjects.
Non-repayable contribution
The overall financial envelope includes: 450 million for the financing of industrial research and/or experimental development projects for the use of low-carbon hydrogen and investment projects for the production of renewable hydrogen; 550 million for the financing of investment projects involving the use of low-carbon hydrogen in industrial processes. The facilitations are granted in the sole form of a non-refundable grant. Applications can be submitted exclusively online on the dedicated Invitalia platform.
