240,000 applications rejected in the first 10 months of 2022 – Corriere.it

There are 240,000 applications (out of around 1,290,000 submitted) for the Citizenship Income that were automatically rejected, received in the first ten months of 2022. as highlighted by the INPS which after the heated debates on the undue perception of the measure, has intensified the ex ante controls with a view to preventing and identifying opportunistic and fraudulent behavior, reads a note from the Institute, also supported by ex post checks by the territorial offices on the veracity of the statements.

To verify in advance the requirements of the applicants and avoid situations of fraud, the Insp has identified predefined “potential risk” scenarios cross-referencing the declarations present in the RdC applications and in the related Single Substitute Declarations with the data and information present in its archives. Among them: the lack of the residence requirement in Italy, false or omitted declarations on the employment position of the members of the family nucleus, false declarations regarding the composition of the family nucleus. In the presence of one of these risk indicators, the application is automatically rejected or suspended, in the event that further investigations are required. Of the 240,000 rejected in the first 10 months of the year, 290,000 were at risk.

Thanks to a squeeze collaboration with the forces of order, subject to controls also the eventual ownership of companies and/or qualifications/social positions of the members of the family unit requesting the benefit. Although this is a circumstance that is not incompatible with the receipt of income, it is still considered symptomatic of potential fraud as in the case of “front names”.
The INPS also underlined that it had prepared a IT platform which allows the peripheral Structures to consult the RdC applications that present the selected risk indexes, so as to be able to carry out the appropriate checks on the suspended applications and unblock the outcome, if positive, or initiate the consequent recovery actions, if negative.
