The new contributions for renewable plants in the countryside

The new “Parco Agrisolare” call for tenders is underway, making one billion euros available from the PNRR for the installation of photovoltaic systems on the roofs of agricultural buildings. The announcement, just published in the Official Gazette, was eagerly awaited as it contains much more favorable conditions than the previous one. In fact, an increase in the non-repayable grant is foreseen; the introduction of the new concept of shared self-consumption; the elimination, in several cases, of the self-consumption constraint and therefore the support for plants intended only for the sale of the energy produced; the doubling of the installable power; the doubling of the maximum admissible expenditure for accumulation and recharge systems. the companies concerned
The tender is intended to increase the possibility of producing energy from renewable sources also by agricultural enterprises, but without any soil consumption, instead exploiting the roof surfaces of the buildings. All companies in the sector are affected, i.e.:
• agricultural entrepreneurs, in individual or corporate form;
• agro-industrial enterprises;
• agricultural cooperatives and related consortia;
• temporary associations and temporary business groupings.
Funding is also intended for agritourism.
Non-repayable contributions up to 80% of the expenditure
The contribution disbursed is non-repayable and covers 80% of the expenditure. Among the items admitted are also the remediation of asbestos roofing, to be replaced in whole or in part with new systems, as well as all the other energy efficiency interventions to be carried out on the agricultural buildings themselves. The new plants admitted to the subsidy must have a power of no less than 6kWp and no more than 1000 kWp, i.e. double compared to the past. The amount of the maximum eligible expenditure for accumulation and recharge systems also doubles, going from 50,000 to 100,000 euros. In the event that electric recharging devices for sustainable mobility and agricultural machinery are installed, an additional expenditure quota of up to 30,000 euros may be recognized. It is possible to install shared self-consumption systems by companies that all carry out the same type of activity.
Self-consumption but not only
In principle, photovoltaic plants are eligible for aid when the objective is to satisfy the self-consumption of the individual company, or the shared self-consumption in the case in which the companies are set up in aggregate form. However, the sale of electricity is permitted as long as the annual self-consumption limit is respected. A total of 700 million euro is allocated to support the installation of plants by companies in the primary agricultural production sector. Another 150 million euros are intended for agricultural product processing companies for the installation of plants. There are increases in the contribution for small and medium-sized enterprises and for disadvantaged areas.
Plants intended for the sale of energy were also financed
For the first time, then, the aid scheme overcomes the constraint of self-consumption. The primary production companies and those of transformation will then be able to count on another 75 million euros of contributions, for each sector, to cover the investments for the installation of plants intended for the sale of the energy produced on the market, without taking into account the level of self-consumption, even in this case, however, provided that the panels are installed exclusively on the roofs. Companies that had participated in the previous tender will also be able to apply for the new, more favorable interventions.
