The hills of the ecological transition: 15 Municipalities allied for energy

Colloredo di Monte Albano, within the walls of the castle where Ippolito Nievo wrote “The confessions of an Italian”, in the headquarters of the hill community of Friuli (Ccf) the administrators are planning the establishment of renewable energy communities in the 15 consortium municipalities. The goal is to self-produce electricity in public buildings through the installation of about fifty photovoltaic systems with a total power of two megawatts. It is an ecological transition project, even if when it began to take its first steps, it was 2019, the energy communities were still unknown to most. And if at the time many defined it as a visionary initiative despite having been self-financed with around 200 thousand euros, today that same project enjoys the technical-scientific support of the Energy Center of the Polytechnic of Turin, takes advantage of the synergy with the Cer of Magliano Alpi and Rse Spa and can count on a loan of 5.4 million euros allocated by the Friuli Venezia Giulia Region.

Energy communities: there is an Italy that wants green and shared energy

by Paola Rosa Adragna

“We started on an experimental basis in 2021 and we plan to complete the installation of the plants by 2023» recall the president and general manager of the Friuli hill community, Luigino Bottoni and Emiliano Mian, not without marking the goals already achieved: «We have surveyed the areas, identified the installation points, distributed, on the basis of the number of inhabitants and surfaces, the contributions to the Municipalities that are publishing the calls for tenders for the assignment of the installation of the panels”. The catchment area is approximately 52 thousand users: the minimum number for each Municipality varies between 1,800 and 8,500. “It is the ideal cut – adds Bottoni – to create the Cer”. And if the goal is to achieve self-production to counter the increases in the cost of electricity and gas, the administrators are accelerating to extend this opportunity to private individuals as well. The project offers citizens the opportunity to join the Cer by bringing their own systems as a dowry or simply by giving their assent. Obviously, the discounts in the bill vary, which at the moment cannot be estimated.

“In recent weeks – confirms the president – we have been responding to an ever-increasing number of requests for information and membership”. It is a pity that the legislation is not yet clear. The implementing regulation of the law is missing from the appeal, without those indications the Community Collire is not able to establish whether it will have to transform each of the 50 plants into as many Cer or whether the Municipalities will have the opportunity to decide whether to form a consortium or proceed independently in the self-production of energy. “The new law – explains the president – allows you to create one Cer for each primary cabin, if so we can create 5”.

“Energy communities can help us fight inequality”

by Fiammetta Cupellaro

While waiting to define all the details, the president is keen to clarify that “the renewable energy community should not be seen only as an economic benefit, but allows us to reduce the use of fossil fuels, to activate new services with the savings will account for energy costs, and recover the concept of sociability”. Bottoni does not forget to mention the last, but not least, advantage linked to the self-production of energy, which will allow all of us not to depend on geopolitical situations, thus avoiding possible blockages in Russian gas supplies. Hence the appeal to the new government: “In words, the ecological transition is a reality, but the facts tell us that the procedures must be streamlined”. The president of the Friuli hill community recalls that “the GSE takes at least six months to accredit an energy community, one cannot continue to reason with the timing of the past”. Meanwhile, the experience of the Friuli hill community has become a point of reference in the path towards the ecological transition. “It is the only public legal entity involved in the coordination of 15 Municipalities in Italy”. Director Mian points this out by enhancing the skills of the control room and the technical team created for the project. All this in a vision of sustainable territory and slow tourism
