The energy community of Magliano Alpi, the first in Italy, promotes a new initiative to spread its philosophy of ecological transition and ensure that the CERs do not lose their original character of “business models that create value and leave it on the territory”. The National Association of Renewable Energy Communities, born precisely on the initiative of the renewable energy communities of Magliano Alpi and Carrù, is “a non-profit, open and inclusive body to protect the interests of all existing CERs and those that will be set up at pursuant to Legislative Decree 199/2021 as soon as the implementing decrees are issued,” he explains Sergio Oliveropresident of the Scientific Committee of the CER “Energy City Hall” of Magliano Alpi, to whom we asked what the initiatives of the newborn union will be and what is the state of the art of the CERs in Italy.

Professor Olivero, why is there a need for a trade union of the CERs?
“CERs are the catalyst of energy transition processes at a local level and are able to create value to be distributed at a local level, to promote development and fight energy poverty: I am not referring only to incentives for self-consumption, but to all the potential linked to the new energy governance mechanisms, such as trading, ancillary services, synergies with electric mobility, economies of scale in the purchase of renewable production plants, the systemic matching between aggregates of energy supply and demand, the tax advantages. In short, the CERs will enable processes of redistribution of the wealth generated by the energy transition and will become a source of liquidity for the territories. Today a multiplicity of private subjects (utilities, investors, funds, companies) offer their services to establish and manage CERs, but it is time to focus on building a self-management capacity for CERs, fostering the l gold functionality in a coordinated way, to increase the share of added value that remains in the area and enable an ability to communicate “on par with those who intend to provide support”.

What then are the main objectives of the ASSOCER Network?
“First of all, we would like to represent and protect the CERs, in order to enable a true bottom-up energy democracy, favoring business models that create value and leave it on the territory. To do this, we aim to support the interests of the CERs by representing their requests at the public Authorities, support them in the dialogue with the normative and regulatory bodies, also by elaborating requests, interpellations and requests for clarification.Last but not least, we want to pursue the recognition at legislative level of policies for the support and development of research in the sector of renewable energy sources, aimed at maximizing self-consumption and circularity”.

Are there already members?
“We aim to involve all the CERs established and being established at national level. Together with Magliano Alpi and Carrù there is already the network of Municipalities “Magliano&Friends” – promoted by the Municipality of Magliano Alpi and awarded in November 2022 by ANCI for its innovative content – which represents a set of territorial contexts that will support the promotion of the ASSOCER Network. All the CERs that want to share this path can join to build a national representation capacity, which gives citizens the real opportunity to be at the center of the energy transition”.

In this regard, what is the state of the art, after the public consultation on the decree for the provision of incentives?
“The public consultation of the Ministry has stimulated the debate on the CERs and all categories of public and private actors have expressed comments, suggestions, reservations and recommendations. We will see what the effect will be on the implementing decrees of Legislative Decree 199/2021. We hope they will be published soon , the recent publication of the TIAD, Integrated text for widespread self-consumption, by Arera bodes well, but there is another issue to be monitored carefully: the 2.2 billion euro of Measure M2-M2C2-I 1.2 in the Pnrr at benefit of the CERs located in Municipalities with less than 5,000 inhabitants. It seems that they will be non-repayable loans, which is potentially positive, but also a possible source of improper use and a proliferation of uncoordinated and ineffective interventions. ASSOCER Nerwork will be able to help give a voice to the CERs to identify procedural problems and support the “ethical” supervision of the use of this type of Pnrr funds”.

What will be the first initiatives?
“We will organize some moments of promotion and communication in the media, and we aim to organize a first national conference of the CERs that will have joined in late spring”.
