ROME – The “Decreto Lavoro”, just approved by the government, establishes the overcoming of the Basic income and the introduction of the new measure to combat poverty, through the tools of theInclusion check) he was born in Training and employment support. “With the passage in the Senate, some of the requests for changes made by theAlliance Against Poverty. It should be remembered that in Italy 5.6 million citizens live in absolute poverty. This means that they do not have access to primary goods, such as food or remedies for healing.

Goodbye to the minimum income. The spokesman of the Association, Antonio Russo says: “The categorical approach that characterizes the reform remains, with which the principle of minimum income and selective universalism, applied in almost all of Europe, will be renounced, reducing the of those entitled and making inaccessible theInclusion check for many people and families in conditions of real need”,

Hundreds of thousands of people excluded. The numbers cited by the Parliamentary Budget Office are clear: only 58% of families that receive the RDC today will be able to receive the AdI tomorrow. This means 500,000 households (823,000 people) less, with cost savings of around 2.7 billion euro. As stated in the document, “of the almost 1.2 million households benefiting from CIs, around 400,000 (33.6 per cent) are excluded from the AdI because there are no protected subjects within them. Of the remaining approximately 790,000 households in which protected subjects are present, approximately 97,000 (just over 12 percent) would in any case be excluded from the use of the AdI due to economic constraints”. From the point of view of the average benefit, only families with 5 or more members would benefit, while all the others would suffer losses on average.

The improving elements. The provision already contemplated, in its original version, some elements of improvement with respect to the RdC, such as the separation of the single allowance for children (determining a greater benefit only for some families with minors, while a good part will benefit from lower allowances, or not will benefit from it at all), or the deductible of 3,000 euros, which allows a partial accumulation of the new income from work with the subsidy. The amendments approved in the Senate introduced further elements for improvement (such as the inclusion of women victims of violence (“subjects included in the protection courses relating to gender-based violence always form a separate family unit, also for ISEE purposes”) and the reintroduction of the CAF as the venue for the presentation of applications.

The proposals of the Alliance. “It remains, however, on the part ofAlliance Against Poverty in Italy, the concern for the impact of this measure and for the elimination of the principle of selective universalism, therefore the overall negative evaluation of the entire measure”, concludes Antonio Russo. L’alliance in the coming weeks he will bring his reflections and proposals to the attention of the institutions and public opinion.
