“The development of renewable energies is not only a necessity to play our part in the global fight against climate change, but also a national priority that brings together environmental protection and national energy interests. It will be our task to ensure that this multiplication of renewables , essential for the Italian environment and the global battle on climate, takes place without conflict with the territories and without coming into conflict with the need to protect our biodiversity, our ecosystems”. This was stated by the Minister of the Environment and Energy Security, Gilberto Pichetto, speaking at the plenary meeting of the Committee for Natural Capital, convened for the approval of the Fifth Report on the state of Natural Capital in Italy.

“The energy node is closely connected with biodiversity protection policies and, therefore, with the safeguarding of that Natural Capital, a true treasure of which Italy is very rich and which must be protected, valued and implemented. If our priority is defense against industrial and civil pollution, as well as the fight against global warming which affects biodiversity and seriously damages it, then we must install 12 gigawatts of new renewables every year.Simplifying bureaucratic procedures – continued the Minister – does not mean loosening checks or say yes to everything. We are in this condition of energy dependence also because for too many years we have said no to everything. We must simplify but at the same time keep the safeguards intact for delicate, fragile, sensitive areas of particular landscape interest. it wants good will, availability, cultural and environmental sensitivity”. “The protection of ecosystems needs additional resources: for this reason, at the last meeting of EU environment ministers, I proposed the creation of an EU fund dedicated to interventions for the protection of biodiversity”.

Lastly, the minister recalled that this Report being approved is the first since article 9 of the Constitution included the protection of the environment, biodiversity and ecosystems”, “with a forward-looking note that gives also the ethical sense of the law and that is that the protection of natural assets is also guaranteed ‘in the interest of future generations'”. “It is a mission – explained the minister referring to environmental protection – which must permeate all human activities, just as the legislator in the Constitution has outlined with the principle also introduced in article 41, that of economic activity, which “cannot be carried out in such a way as to cause damage to the environment”, with its address to social and environmental ends. “It is the indication – concluded Pichetto – of a clear path in the direction of sustainable development, fully incorporated in this Fifth Report”.
