Roberto Garofoli sums up the Draghi executive: the results are encouraging, especially thanks to national unity, and the next president says he is pursuing a line of common actions and policies, also at European level

"In the moment of the change of government, a supplement of institutional cooperation is seen as necessary". In this delicate moment, while Giorgia Meloni tries to build a government by juggling between technical and political figures, the center of attention is the NRP. The Recovery and Resilience Plan goes ahead: "The European Commission has recognized that the country is in line with the times", says Garofoli. Even in the face of the criticisms made by the Brothers of Italy and the leader herself, and then corrected, the undersecretary underlines that with respect to the PNRR "hundreds of public tenders are underway".

And Meloni will have the task of continuing and monitoring. Garofoli proceeds in the wake of the advice and warnings he already has Mario Draghi he had said in the control room a few days ago: "A model has already been tested that allows municipalities to request large state contracting stations to design and contract for them. This model is being replicated for other project lines". The undersecretary also comments on the work of the government, there are characteristics that have made the executive team a winner: the first advantage was national unity. But for the "orderly transition" of the next few years, Garofoli does not spare to highlight how, with the crises and emergencies, between the pandemic and the Russian invasion of Ukraine, the country must deal. And he quotes Ulrich Beck after Chernobyl: "Western societies have always been 'societies at risk'".

So what's the recipe for success? The watchword seems to be "cohesion". This translates into common policies and actions. In Europe, attempts are already being made - through the hypothesis of the common debt - to deal with the energy crisis; and to move the ropes of the project is precisely one of the outgoing ministers of this government, that of the ecological transition, Roberto Cingolani.

Garofoli then summarizes the work of the Draghi executive: "In the year of golden power for example, the business to be examined went from 8 in 2014 to 496 in 2021, but the structure remained unchanged which is very risky for national interests ", he says, and adds:" We have started a strengthening process on the model of France and United States".
