In his commentary on the hearing of the Bank of Italy on the fiscal delegation, Nicola Rossi argued that “a single rate tax system would establish a principle of great importance, namely the shifting of the redistributive function to the public expenditure side and the contextual prevailing direction of the tax system towards efficiency objectives”. Rossi himself underlines that, in reality, this perspective “it is not explicitly contained in the government’s tax reform proposal”, but the opportunity he offers is nonetheless propitious for discussing both redistribution and efficiency.
