Pnrr, third and fourth installments: here's what changes

Students, tug of war on the counting of bed places
The agreement between the EU commission and the Italian government on the third and fourth installments of the Pnrr revolves around the issue of student residences. The Plan provides for an investment of 960 million to create 60,000 additional beds for university students. A first objective set by the Pnrr for the second half of 2022 envisaged the construction of the first 7,500 beds. Objective achieved, according to the government, but not according to the EU commission, for which part of the beds reported by Italy were not new but pre-existing. The agreement plans to remove the first 7,500 beds from the objectives of the Pnrr, keeping the final one of 60,000. Consequently, the amount envisaged for the third installment is reduced from 19 to 18.5 billion. On the other hand, the fourth installment (first half of 2023) is loaded with an additional objective (having concluded the procedures for the 60,000 places) increasing the expected amount from 16 to 16.5 billion.
