Government, Pnrr: 27 goals to be achieved by June

Italy has achieved all the objectives set by the Pnrr for 2021-2022: 151 out of the 527 planned up to 2026. As regards this year, however, it will have to achieve another 96, of which 27 in the first semester and another 69 in the second.

If in the first two years it was above all a question of drafting structural reforms, now the phase of the construction of infrastructural works and energy transition programs is starting, which give substance to the territories to the plan launched by the EU to restart the continental economy after the pandemic of Covid.

So far, according to data provided by Economy Minister Giancarlo Giorgetti in a hearing in the Senate at the beginning of the month, 66.9 billion euros have been disbursed by the EU in favor of Italy, just under a third of the total of 191.5 expected, last December a request was presented for the disbursement of another 19 billion, which could be paid by May.

The owner of the Mef expressed satisfaction with the achievement of the objectives but also recalled the “need” for an update of the plan, given the changed economic context compared to when it was launched, with Russia’s invasion of Ukraine which it has unleashed a wave of inflation and a rise in energy and raw material costs which have rendered obsolete the financial plans drawn up for some spending programs envisaged by the Pnrr.

The Def will contain indications on the expenditure already made in 2022 and that which will be incurred in the following years, checks are underway to update the forecasts. The monitoring of the implementation of the Pnrr has been delegated as a priority to the General Accounting Office of the State. In the medium term, the Government’s objective is to arrive at a single IT infrastructure to ensure compliance with the principle of sending data uniquely, taking into account the peculiarities of the ReGiS system which, thanks to its modular architecture, is designed in line with the administrative processes of planning, implementation, accounting management, reporting and control.
