After the inspection in the flooded Emilia-Romagna, on Sunday 21 May Giorgia Meloni had promised an initial government intervention of 20 million euros. I was struck by people’s reaction, you have to live up to them. And so he gave the ministers an input: Find all the available resources to use immediately, without making a deficit. Two days later you were able to rattle off the measures of the decree approved by the Council of Ministers, which is worth a hundred times as much, over 2 billion euros. Where do so many resources come from? Most have been identified in the depths of individual ministries, the result of the roofing research work. The largest contribution comes from the Ministry of Foreign Affairs, with 700 million euros. The Ministry of Enterprise and Made in Italy will give 110 million, while another 100 million euros for compensation for farms will come from the Ministry of Agriculture, Food Sovereignty and Forests and another 75 will come from the innovation fund for the purchase of machinery. The Ministry of Economy and the Undersecretary of State to the Presidency of the Council of Ministers have identified another 100 million. The Mur will allocate 10 million for the purchase of PCs and tablets to be given on loan for use to students who will have to continue their studies remotely. But ad hoc measures have been devised to find other funds.

Ad hoc measures

The first extraordinary measure to find the resourcesone euro increase in the cost of museum tickets between 15 June and 15 September, which will mainly serve to finance the restoration of the cultural heritage and to support the operators of culture and entertainment in the affected areas. For the purpose of financial coverage of the appropriations, authorization was given until 31 December to the Customs and Monopolies Agency to carry out extraordinary Lotto and Superenalotto draws and to sell movable assets such as luxury cars seized from criminals, even in derogation of the provisions on the number of auctions, arranging the transfer of the resulting revenues to the State budget. The proceeds will be used to give funds to emergency measures.

The European Solidarity Fund

Meanwhile, the president of the European Commission Ursula von der Leyen is expected at the flood sites on Thursday, announced the governor of Emilia-Romagna Stefano Bonaccini, and we have already decided with the government to request the activation of the European solidarity fund. We are convinced that hundreds of millions of euros could come from the European Union. The same commission, moreover, on Twitter says it is ready to provide further assistance to the Italian people in this difficult moment.
