Control by the EU, not by the Court of Auditors

The Court of Auditors, in the Report on the coordination of public finance, had underlined how, expenses in hand, 1.1 billion had been spent in the first four months of 2023 out of a 32.7 billion programming for the whole of 2023. And the MEF undersecretary, Federico Freni, in his speech at the Trento Festival of Economics underlined that the last word on the absorption of the Pnrr belongs to the European Commission. Not excluded concurrent control, but this works when it has a direct grip on the data. If I check on incomplete data, I have a boomerang effect, which happened now. The Court of Auditors has fulfilled an institutional task, but better coordination can only be useful.

The reply of the accounting magistrates

The association - reads a note - in agreement with the heads of the Court of Auditors, has always shown willingness to dialogue so that thoughtful reforms could be introduced, the result of a calm reflection, to adapt the forms of control, including jurisdictional, to the current challenges and, at the same time, ensuring that public resources, especially if they come from the EU, are well spent, in the interest of all citizens.

The concurrent control node

The concomitant control - explains the association - was established pursuant to article 22 of decree law 76/2020 with the clear intention of accelerating interventions to support and revitalize the national economy and not to be a brake on it. The temporary rule of article 21 of the same decree (tax shield) has opened up a spatium of impunity which benefits the unfaithful official and anyone who squanders public resources. As of now, the Association strongly reiterates its concern for such possible extemporaneous initiatives, seriously damaging to the principle of autonomy and independence of the judiciary, and re-proposes the invitation to the government to set up a discussion table on the reforms, deeming that the development of country goes through the construction of a path of legality, in which everyone is called to play his or her role, in compliance with reciprocal attributions.
