Because the Anac is wrong about the procurement code

The repeated criticisms leveled by the president of the Anac against the new public procurement code they raise three problems, one of method and two of substance. The question of method does not concern the fact that an independent administrative authority, such as the Anac, expresses doubts about a government act, the code. Much more consolidated authorities, such as the Court of Auditors (created by Cavour in 1859) and the Bank of Italy (established in 1893), use a variety of tools, from official documents to parliamentary hearings, to provide reliable data and express technical assessments , in order to promote the correction of decisions deemed unsuitable for achieving the objectives. The problem lies in the choice to intervene in the public debate in an extemporaneous way, outside the institutional venues and occasions, in doing so in a personalized way, leaving the panel aside, and in formulating not technical assessments, but rather those of opportunities. In this way we end up politicizing the function of the Anac, drawing it into the dialectic between the political forces.
